Staff recommends the City Council adopt the Fire Department Strategic Plan for 2016-2020

BACKGROUND:
The Cathedral City Fire Department conducted strategic planning from August through December 2015. The process was led by professional facilitator Joe Brutto and included twelve external community stakeholders;

3. Pam Chesterman, Pastor - Calvary Christian Center
4. Larry Davis, Vice President - Forest Lawn
5. David Ellis, HOA President - Date Palm Country Club
6. Kathy Greco, CEO - Desert Healthcare District
7. Orie Mann, General Manager - Palm Springs Volvo & Subaru
8. Pattie McGinty-Hagedorn - Community Representative
9. Margaret Muhr, Director Emergency Services - Agua Caliente Band of Cahuilla Indians
10. Dave Rees, Battalion Chief - Palm Springs Fire Department
11. Peter Rittenhouse, Interim Executive Director - Cathedral (Senior) Center
12. Scott Robinson, Executive Director - Boys and Girls Club of Cathedral City
and; thirty internal stakeholders, consisting of fire department personnel.
The planning focused on four core areas of Community Services, Emergency Services, Personnel Services and Support Services.
The planning period addressed 2016 - 2020. The draft strategic plan was reviewed by Council in study session on January 27, 2016.
DISCUSSION:
The strategic plan addressed preparedness strategies, augmentation of the workforce and new ways to better serve our customers. The plan will be evaluated, revised and refined every two years, resulting in a current strategic plan always being in place.
The plan is intended as a guide toward the development of the fire department, over the next four years. It will help policy-makers stay informed, serve as a foundation for addressing the budget process, and prepare our members for the future.
FISCAL IMPACT:
The professional facilitation of seven sessions was $3,000. Fire department operating funds were allocated to complete the strategic planning process.
