FROM:

Tracey Martinez, CMC, Deputy City Clerk

RECOMMENDATION:

Recommendation

Staff recommends that the City Council interview the six applicants that have submitted applications for possible appointment to fill two unexpired terms on the Planning Commission and one applicant that has submitted an application for possible appointment to fill one unexpired term on the Parks and Community Events Commission.

Body

BACKGROUND:

On November 16, 2015, the City Council accepted the resignation of Robin Johnson from the Planning Commission as well as the resignation of Julie Haltman from the Parks and Community Events Commission.

Pursuant to California Government Code Section 54974, a Notice of Unscheduled Vacancy on the Planning Commission and a Notice of Unscheduled Vacancy on the Parks and Community Events Commission were posted allowing the opportunity for applications to be submitted to fill these vacancies.  In addition to the Notice of Vacancies, a notice was published in the Desert Sun and placed on the City’s website and Face Book page with a deadline of December 17, 2015, by the close of business.

On January 3, 2016, City Staff was notified of the passing of Planning Commissioner William Baker.  Pursuant to California government Code Section 54974, a Notice of Unscheduled Vacancy was also posted allowing the opportunity for applications to be submitted to fill these vacancies.

With the resignations and passing of Mr. Baker there is one unexpired term on the Planning Commission that will continue to June 30, 2017, one unexpired term on the Planning Commission that will continue to June 30, 2018 and one unexpired term on the Parks and Community Events Commission that will continue to June 30, 2017.

DISCUSSION:

Three applications were received in the City Clerk’s office from individuals that would like to be considered for appointment to the Planning Commission.  In addition there are three applicants that previously applied for the Planning Commission that were not appointed in June that would like to be considered once again.  There is one applicant that was not appointed to the Parks and Community Events Commission in June that would like to be considered for appointment at this time.

Staff recommends that the following be the procedure for the interview process:

•                     All applicants will assemble in the Council Chambers at 4:30 p.m.

•                     A computerized random number draw will be conducted for the order of the interviews.

•                     All applicants, other than the one being interviewed first, will be asked to wait outside the Chambers until their turn to interview so that no applicant has access to the interview questions prior to his/her interview.

•                     The interviews will be conducted in the Council Chambers in an open public meeting.

All applicants have been notified that interviews will be held this evening during the Study Session portion of the Meeting.  An item has also been placed on the Regular Meeting Agenda for consideration of appointments, in the event that it is the desire of the Council to appoint individuals interviewed to fill the unexpired terms.
