FROM:
John Corella, City Engineer
RECOMMENDATION:
Recommendation
Staff recommends the City Council approve the FY 2017-2018 Consolidated Annual Performance and Evaluation Report (CAPER) for submittal to the U.S. Department of Housing and Urban Development (HUD).
Body
BACKGROUND:
The Consolidated Annual Performance and Evaluation Report (CAPER) summarizes the progress made on achieving the goals approved in the FY 2017-2018 Annual Action Plan. This CAPER is a self-evaluation of the City’s CDBG Program that describes how successful it was in using the funds allocated to programs and services to meet one or more of the National Objectives mandated by HUD.
DISCUSSION:
The Draft CAPER includes information regarding the amount of funds invested in projects and activities, descriptions of households assisted through the use of CDBG funds, actions taken to affirmatively further fair housing, and other information relevant to the status of grant-funded projects administered by the City that improve local housing and community development needs.
The following information summarizes how the City managed its program and utilized its CDBG funds:
PROGRAM ADMINISTRATION:
The Administrative Allowance for managing the CDBG program is a maximum of twenty percent (20%). This Allowance was used for program administration to manage the overall program processes and planning. Staff salaries, wages, and related costs of City staff involved in program management, monitoring, and evaluation were reimbursed from this allocation.
In addition to program administration, the City programmed CDBG funding to Inland Fair Housing and Mediation Board (IFHMB) to accomplish the City’s fair housing goals. For this program year, IFHMB was awarded an additional $6,000 to provide mobility counseling to the community; making their total award allocation $18,000. Mobility counseling is a goal identified in the Assessment of Fair Housing that provides low- and moderate-income residents with information on their fair housing rights relevant to their living situations. IFHMB has met their annual target goals and has fulfilled their contract obligation.
PUBLIC SERVICES:
For FY 2017, the City utilized subrecipients to provide senior, homeless, and special needs services. For the subrecipients to receive CDBG funding, each subrecipient was required to enter into a written agreement with the City that included CDBG specific language and outlined requirements and goals that needed to be met for the program year. After the agreements were initiated, the subrecipients were able to request reimbursement for work performed. All three subrecipients have fulfilled their contract obligation and have met their goals.
PUBLIC IMPROVEMENTS:
For this program year, CDBG funding was allocated to Ortega North Sidewalk Improvements. These improvements will widen Ortega Road and allow for the installation of sidewalk, curb and gutter, and driveway approaches in Census Tract 449.15; an area that is predominately low- and moderate-income. The City’s goal is to install sidewalk along this residential road and expand this installation to some of the perpendicular streets adjacent to Ortega Road.
However, the Engineer’s Estimate for this Project exceeded the allocated cost approved for the FY 2017-18 Program Year. To complete this Project, City Staff recommended an additional $100,000 to be allocated from the FY 2018-2019 Program to supplement the completion of this Project. This additional funding was approved in the FY 2018 Annual Action Plan and will be completed in this program year.
PUBLIC PARTICIPATION:
The City’s Community Participation Plan requires the CAPER be made available for fifteen (15) days to give residents and the rest of the community an opportunity to review and comment on the information being evaluated for submittal. The Draft CAPER was made available September 4, 2018 to September 19, 2018. Any public comments received will be included in the Public Participation section of the CAPER before its submittal to HUD. Per the CPP, no Public Hearing is needed for the approval of the CAPER.
FISCAL IMPACT:
The City’s HUD entitlement for FY 2017-18 was $533,801. The City has requested reimbursement for program administration and planning, providing public services, and public improvements for a total of $177,000.00. For the FY 2017-18 Program, the remaining balance is approximately $338,488.42. This amount has been programmed to the Ortega North Sidewalk Improvement Project (CIP No. 8652). An additional $100,000 was approved in the FY 2018-19 Annual Action Plan to supplement the completion of this Project.
