RECOMMENDATION:

Recommendation

Staff recommends the City Council approve the FY 2016-2017 Annual Action Plan (AAP) for submittal to HUD and authorize the City Manager to execute the new SF-424 application to receive funding.

Body

BACKGROUND:

Under the Community Development Block Grant (CDBG) program, the awarded funding from HUD allows the City to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services. Grantees must give maximum feasible priority to activities which benefit low and moderate income persons. Grantees must also carry out activities which support the prevention or elimination of slums or blight.

Additionally, grantees may fund activities when the grantee certifies that the activities meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community where other financial resources are not available to meet such needs. CDBG funds may not be used for activities which do not meet the broad national objectives.

DISCUSSION:

The City of Cathedral City is entering its fifth and final year of the 2012-2016 Consolidated Plan. The Consolidated Plan is a five year comprehensive strategy carried out through Annual Action Plans that provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.

The Annual Action Plan (AAP) outlines a summary of the actions, activities, and programs that will take place during the next fiscal year to address the priority needs and specific objectives identified in the 2012 -2016 Consolidated Plan. The AAP identifies the relationship between federal resources and the specific objectives created to address priority needs identified in the strategic plan.

For the fifth year Annual Action Plan, the City will continue to fund the agencies that provide much needed services to low and moderate income residents and that meet HUD national objectives. In addition, City staff received and reviewed a proposal from the Angel View Outreach Program requesting assistance for Cathedral City children with disabilities. Under the CDBG Program, children with disabilities are classified as Low Mod Limited Clientele (LMC) and providing assistance will meet a national objective.

The City has approximately sixty-five residents with physician verified disabilities. In most cases, the emotional and financial burden of the child’s condition divides families. Typically, the mother is one who ultimately quits her job and cares for the child. The proposed funding will utilize Angel View Outreach Specialists to assist and provide parents with the skills and resources needed to care for children with disabilities.

For the FY 2016-2017, the City is proposing to fund the Angel View Outreach Program in Cathedral City. Because the City is allowed to fund a maximum of fifteen percent (15%) of the grant award towards providing Public Services to Cathedral City residents, staff is thus proposing to fund the Angel View Outreach Program with the remaining public service funds after continuing to fund the Cathedral Center and Roy’s Desert Resource Center.  The total amount of funding for the Angel View Outreach Program is proposed to be $15,000.

Since the City did not have a third public service provider last year, thus the City increased the Cathedral Center's program allocation of $18,500 by $3,000 to $21,500. This year, the City is proposing to fund the Cathedral Center at its regular annual program allocation of $18,500.

ENVIRONMENTAL ANALYSIS:

An environmental review record subject to the National Environmental Policy Act (NEPA) and/or California Environmental Quality Act (CEQA) for federally funded projects will be prepared on a project-specific basis.

PUBLIC NOTIFICATON:

Once approved, the FY 2016-2017 Annual Action Plan will commence on July 1, 2016 to June 30, 2017.  The Action Plan was made available for the HUD required 30-day public review and comment period from April 11, 2015 through May 10, 2015.  The Draft Action Plan was posted on the City website and made available at City Hall and the Cathedral City Branch Library.  A public hearing will also be held on May 11, 2016 at the regularly scheduled City Council meeting to give interested persons or parties an opportunity to comment on the proposed activities and projects of the Draft Action Plan.

FISCAL IMPACT:

For Fiscal Year 2016, the City has been tentatively allocated $527,376. Under HUD guidelines, the City must budget twenty percent (20%) for administrative expenses and fifteen percent (15%) for public and social services. The remaining sixty-five percent (65%) will be allocated to public improvements or more public services.

The City has set aside $93,475 for planning and administration and $12,000 allocated towards the Inland Fair Housing and Mediation Board (IFHMB) for a total of $105,475 for its administrative cap. The City allocated $51,500 to Roy’s Desert Resource Center, $18,500 towards the Cathedral (Senior) Center, and $9,100 towards the Angel View Outreach Program  for a total of $79,100 to meet its Public Service cap.

The remaining $342,801 (or 65%) will be used to fund the public improvements. From the Public Improvement cap, the City will program an additional $5,900 towards the Angel View Outreach Program, bringing their total to $15,000. The remaining $336,901 will be used collectively with 88-3 Assessment District funding for reconstruction of Avenida La Paz and Avenida La Vista.
