Body
BACKGROUND:
Cathedral City will have several major improvement projects under construction during fiscal years 2016-2017 and 2017-2018. The projects will serve to improve driving conditions, enhance safety, improve access for those with disabilities and will require analysis, testing and survey services.
At the January 27, 2016 meeting, Council authorized the issuance of Request for Proposals (RFP) for biennial as-needed contracts to provide these services. Separate RFP were issued for the Materials Testing Services, Survey and Mapping, Traffic Engineering and Traffic Signal Maintenance. . The RFP were advertised and circulated to all firms that indicated an interest in providing the services. The RFP included all of the Federal language and forms necessary to meet the Caltrans contract requirements. Firms were asked to provide cost proposals that included hourly rates and/or unit costs for various services in a separate, sealed envelope.
An RFP was issued for Striping and Pavement Markings, and only one firm responded. Feedback from vendors indicated that the hourly rate criteria asked for in the cost proposal was not consistent with industry practice. The RFP will be revised and re-issued.
DISCUSSION:
The proposals were reviewed by a panel consisting of City staff. Based on these reviews, the panel selected the firms deemed to be the most responsive, qualified, and knowledgeable about the requirements for the various services and the challenges of the Cathedral City projects. Selections were made so that staff has flexibility and options to assure timely performance on each project. The selected firms will work closely with the Engineering Department and/or Public Works to perform the services required for the projects.
The Agreements contain the Federal language and forms for both Caltrans/FHWA and HUD/CDBG grants. Going forward, all of the design and construction services required for a project should be grant eligible and reimbursable under both programs.
Proposals for Survey and Mapping were received from ten firms:
MSA Consulting, Rancho Mirage; Krieger & Stewart, Riverside; Michael Baker International, Palm Desert; David Evans and Associates, Ontario; Coachella Valley Engineers, Palm Desert; NV5, Palm Desert; LSAP Consultants, Desert Hot Springs; CASC Engineering and Consulting, Palm Desert; CalVada Surveying, Inc. Corona; and The Altum Group, Palm Desert.
Seven proposals were received for Material Testing and Geotechnical Recommendations:

Three proposals for Signal Maintenance were received:
St. Francis Electric, Riverside; Aegis ITS, Anaheim; and Siemens, Riverside.
FISCAL IMPACT:
Using the hourly rates and unit prices from the agreements, staff will negotiate Task Orders for each type of service required for a project. Many Task Orders will be grant eligible, others will be funded by local share moneys. Total costs and funding sources for Task Orders prepared under the as-needed contracts will be identified and approval from Finance will be obtained prior to issuance of a Notice to Proceed.
