FROM:

John A. Corella, P.E. - City Engineer

RECOMMENDATION:

Recommendation

Staff recommends the City Council approve Amendment No. 1 to NAI Consulting, Inc.'s Professional Services Agreement (PSA) to provide general engineering and management services, project administration, technical oversight and engineering support for the Date Palm Drive Bridge Widening Project at the Whitewater River for a not to exceed amount of $40,000.

Body

BACKGROUND:

The Date Palm Bridge Widening Project (Project) will widen the existing Date Palm Drive Bridge at the Whitewater River from 4 to 6 lanes, providing a roadway section in conformance with the City’s General Plan. The Project will improve safety and reduce congestion and bring the bridge into compliance with the latest seismic code requirements.

Caltrans authorized Cathedral City to proceed with final design, and related services for the Project using Federal Highway Bridge Program (FHBP) funds. FHBP funds will provide up to 88.53% of eligible costs.  CVAG has agreed to contribute 75% of the 11.47% local share (8.6% of eligible costs) and Cathedral City is responsible for 25% of the 11.47% local share (2.87% of eligible costs).

DISCUSSION:

NAI Consulting, Inc. (NAI) is currently under contract with the City to provide professional services including assisting City Engineering Staff in the management of projects. Approval of Amendment No. 1 will allow the City to include NAI’s charges in our requests for reimbursement from both Caltrans and CVAG, resulting in $38,852 in reimbursable costs. Amendment No. 1 to NAI’s Professional Services Agreement is attached for the City Council’s Consideration.

FISCAL IMPACT:

Previous Council actions relative to this Project include approval of the Supplemental Agreement with Caltrans on December 8, 2010 for $1,593,540, approval of the CVAG Reimbursement Agreement for $154,845 on July 6, 2010 and approval of $51,615 from Interchange and Bridge Fees in the Capital Improvement Budget.

Funding for Amendment Number 1 will come from these previously approved funds.
