TITLE:

Title

Task Order with MSA Consulting, Inc. for Surveying Services at the Proposed Dream Homes Community Park Site "Lot A"

End

FROM:

John A. Corella, P.E. - City Engineer

RECOMMENDATION:

Recommendation

Staff recommends the City Council approve a Task Order, under the Professional Services Agreement with MSA Consulting, Inc. to provide annual on-call Surveying Engineering Services, in the amount of $12,800 to perform a boundary survey, set corner monuments, flag lot lines and all other ancillary surveying services necessary to determine the corners and property lines of "Lot A", designated as the future site of the Dream Homes Community Park.

Body

BACKGROUND:

In 2016 the City offered to provide a 7.92-acre lot within the Dream Homes area as the future site of the Dream Homes Community Park (Park).  This site is designated as "Lot A" on Tract No. 26598-1.  Currently City Staff is unsure of the location and/or existence of Lot A's corner monuments and property line. The Professional Services to be provided by MSA Consulting, Inc. (MSA) will verify Lot A's corners and property lines.

DISCUSSION:

The surveying services provided by MSA will serve two purposes at this time.  One is to determine the property corners and property lines of the future Park site, that will be required for all future design and placement of Park facilities, e.g. walls, restrooms, walking paths, play areas, etc.…

The second and most immediate purpose for these surveying services, is to assist the Code Compliance Division with their efforts to clean up the Dream Homes area with a focus on the removal of debris, chattel and non-operating vehicles.  Specifically, in the area of the future Park site, there are several homeowners that have encroached onto City owned Lot A with personal property, debris and non-operating vehicles.  In order for Code Compliance Officers to clearly identify what is technically "trespassing" onto Lot A, the demarcation of the property line needs to be clear.  MSA, in addition to corner monumentation, will flag the property line every 100 feet so that the homeowners have a clear understanding of where the west property line of Lot A is.

In addition to the cleanup efforts tasked to Code Enforcement, the abutting Lot A homeowners will be advised that a garden wall will be built along the west property line at some time in the future.  This notification will affirm to the homeowners that have been taking access to the back of their properties via crossing the City's Lot A, that the lot will be closed.

It is anticipated that the surveying services provided by MSA will cost $9,100, if the corner monuments are found and the recorded map aligns with what is found at the site.  If the corner monuments are not found and need to be set and/or the recorded maps do not match what is found at the site, the surveying services will change and increase to $12,800.

 FISCAL IMPACT:

The surveying services provide by MSA will be funded from Engineering Professional Technical Services account 100-156-8601.
