FROM:

John A. Corella, P.E., City Engineer

RECOMMENDATION:

Recommendation

Staff recommends that the City Council adopt a Citizen Participation Plan to encourage participation in the Community Development Block Grant (CDBG) program process as required by the U.S. Department of Housing and Urban Development (HUD).

Body

BACKGROUND:

Under Section 104(a)(2) of the Housing and Community Development Act and by regulations at 24 CFR 570.486(a)(6), the U.S. Department of Housing and Urban Development (HUD) requires that every jurisdiction that receives funding for programs must develop a citizen participation plan to encourage input from the community for preparing the Assessment of Fair Housing (AFH), the five-year Consolidated Plan, Annual Action Plan (AAP), any substantial amendments to the AFH or Consolidated Plan and/or performance reports.

DISCUSSION:

The primary goal of the Citizen Participation Plan is to provide citizens, especially low- and moderate income citizens within the community, an opportunity to participate in an advisory role in the planning, implementation, and assessment of the programs and projects where CDBG-funded activities will take place.

The Citizen Participation Plan broadly extends and encourages participation from, not only local residents, but from local and regional institutions, public housing authorities (PHA’s), the Continuum of Care and other organizations (including businesses, developers, non-profit and philanthropic organizations, and community and faith-based organizations) as well.

The City’s Citizen Participation Plan provides the proper procedures for community involvement in the planning and submittal process of the CDBG program. The Plan also provides procedures holding public hearings, commenting periods, amending plans, and using the proper methods for distributing information to the public.

FISCAL IMPACT:

Adoption of the recommended action will have no added financial impact on the City. All City Staff support to implement the Plan will be funded through the City's CDBG Administrative Cap fund apportionment already in place.
