RECOMMENDATION:
Recommendation
Staff recommends the City Council authorize the City Manager to enter into and execute a Site Services Agreement with Demo Unlimited, Inc. in the amount of $126,379.90 for City owned Lot A; and approve a 15% contingency of $19,000 for unforeseen conditions; and approve City inspection costs of $8,000 making the total encumbrance $153,379.90.
Body
BACKGROUND:
Lot A is a 7.26-acre City owned parcel located north of Ramon Road adjacent to the westside of the Whitewater River Channel bank in the Dream Homes Community. Lot A contiguously borders the City's Whitewater River Channel Bike Path (future CV Link) Project, currently under construction, and is designated as a future City park site.
The City's Code Compliance Department has been proactively working with the residents of the Dream Homes Community to remove debris and chattel from their properties. In addition, this past summer, the City Council approved surveying services that provided for the finding and setting of Lot A's property corners and staking demarcating the property lines in support of the local cleanup efforts.
Lot A abuts several of these properties. Over the years, Lot A also has received a substantial amount of blow sand and chattel accumulation due to local winds and unlawful dumping, respectively. City Staff is proposing to secure services to remove the blow sand and chattel from Lot A as part of the cleanup efforts in the area.
DISCUSSION:
City Engineering Staff originally issued a Request for Quotation (RFQ) for Lot A Site Services from licensed demolition contractors to restore the line and grade to the approximately 7 (seven) acre site back in November 2017. This work included removal of debris, rubbish, chattel and blow sand from the site. In addition, the shaping, moisturizing and compacting of existing native material on approximately one (1) acre of the parcel was included to support ongoing maintenance efforts. The submission date for quotations was December 7, 2017. On that date, no quotations were received.
In an effort to receive qualified proposals, Staff modified the Request for Quotation and re-issued the RFQ to the same seven demolition firms, clarifying terms of the RFQ. One quotation was received on December 27, 2017 from Demo Unlimited, Inc.
After reviewing the quotation, the amount Demo Unlimited, Inc. proposed to perform the work is well within the original engineer's estimated budget for the work. In addition, Demo Unlimited has demonstrated their ability to perform these type of services, having completed work in the past for the City.
Staff is recommending that Council authorize the City Manager to enter into and execute a Site Services Agreement with Demo Unlimited in the amount of $126,379.90 for City owned Lot A; and approve a 15% contingency of $19,000 for unforeseen conditions; and approve City inspection fees of $8,000 making the total encumbrance $153,379.90.
