Recommendation                     

Staff is recommending that the City Council authorize the City Manager (or designee) to purchase park equipment at an estimated cost of $565,938 and approve a contract for labor compliance with Alliant Consulting, Inc. at a not to exceed cost of $34,100, per the California Department of Industrial Relations (DIR) approved Labor Compliance Program as a requirement of State Grant Funding.

BACKGROUND:

In January 2017, State Parks awarded Cathedral City a $1.4 million Land and Water Conservation Fund Grant (Grant) for the Heritage/Commons Park Project (Project). City Urban Revitalization Corporation (CURC) is providing the required Grant match of $1.4 million for a Project budget total of $2.8 million.  The Project will include an outdoor amphitheater, children’s play area, walking paths, restroom/concession, landscaping, lighting and fencing.

Several design meetings conducted by the City's Consultant David Evans and Associates (DEA) with City Staff, key stakeholders and members of the community have taken place to accumulate input for the final Project design. The plans and specifications are near completion and advertising for construction contracting will occur soon.

In addition, as a reminder, with the design and construction of Ocotillo Park in 2015, the City Council authorized the City Manager (or his designee) to enter into interlocal contracts for cooperative purchasing (governmental "piggyback" cooperatives) to purchase equipment and appurtenances for the completion of that Project and future Projects.   

 

 

DISCUSSION:

Now that these Project plans are near completion, several components have long lead times.  These components need to be purchased now, so fabrication can commence and delivery will align with the tight Project's timeline. 

DEA and the City have separated the long lead time/direct purchase components; stage shade, playground equipment and restrooms.  

City Staff is requesting the City Council to authorize the City Manager or his designee to direct purchase the following components, with a total cost of $565,938, from governmental piggyback cooperatives:

Restroom/Concessions Building                                          $232,800

Play Equipment:                                                                                    $117,600

USA Shade Stage Structure Canopy                     $215,538

 

In addition, as a requirement of the Grant, City Staff is requesting that a Labor Compliance Consultant, familiar with the Grant requirements be engaged to enforce the Project's overall Labor Compliance Program. Staff is requesting that the City Council authorize the City Manager to enter a contract with Alliant Consulting, Inc. of San Diego, CA (Alliant) for a not to exceed cost of $34,100, to provide the oversight and monitoring for the duration of the Project.   Alliant provided the services for Ocotillo Park and completed all work to the satisfaction of the State Department of Industrial Relations and Ocotillo Park Grant requirements.

The Project is scheduled to be completed by December 2018.

 

 

FISCAL IMPACT:

Funding for this project will come from State Parks Land Water and Conservation Fund Grant that will cover 50% of the eligible costs ($1.4 million). The City, via CURC's contribution to the project, will fund the required 50% match ($1.4 million).
