BACKGROUND:

The City Council recently adopted ordinances regulating plastic bags, shopping carts, and single-user restrooms in commercial facilities within the City.  Two of these ordinances are targeted toward visually and environmentally beautifying Cathedral City and the third ordinance further advances the City as an all-inclusive community.  Implementation of these ordinances is intended to have a positive economic impact on the City and its business community.  Staff has been working to provide information on these ordinances to the community and to make the effected businesses aware of the affective dates and requirements.

DISCUSSION:

Attached is the flyer that is being distributed to local businesses informing them of the recently-adopted ordinances that may affect their commercial operations within the City.  This flyer summarizes the new regulations that address single-use plastic bags; shopping carts; and gender neutral restrooms.  The link to the full text of the adopted ordinances is also provided on the flyer.

To notify the City's business community about these ordinances, the summary flyer is being mailed to all registered commercial businesses within the City; it's being hand delivered during the City/Chamber business walks; and individual meetings are being arranged with the City's larger businesses.  Economic Development and Code Compliance staff are also notifying individual businesses as part of their ongoing outreach efforts.  Information about the ordinances was highlighted in the City Manager's Weekly Community Update distributed on January 21 and it has been posted on the City's website (www.CathedralCity.gov <http://www.CathedralCity.gov>); on the Economic Development Website (www.CCEDD.org <http://www.CCEDD.org>); and on the Events website (www.DiscoverCathedralCity.com <http://www.DiscoverCathedralCity.com>).  In addition, the Cathedral City Chamber of Commerce has distributed the information to their members.

Staff will provide a brief overview of each of the three ordinances during Study Session as another means of conveying the information to the community.
