RECOMMENDATION:
Recommendation
Staff recommends that the City Council ratify the Memorandum of Understanding between the City of Cathedral City ("City") and the Cathedral City Police Management Association ("CCPMA") for the period of January 1, 2015 through June 30, 2019.
Body

BACKGROUND:
The City has concluded negotiations with the Cathedral City Police Management Association ("CCPMA") for a successor Memorandum of Understanding ("MOU") whereby the new agreement covers a period of four and one half years from January 1, 2015 through June 30, 2019.

DISCUSSION:
For the past several years all city employees have had to deal with a number of compensation and benefit reductions due to the great recession and to assist the City in its survival to deliver services to the community. As such, the period of this agreement reflects phased in cost of living ("COLA's") adjustments essentially restoring some of the concessions employees have had to make over the last four years.  The increases are to be effective the first payroll period following the designated dates:
·      4%- 01/01/2015
·      3%- 07/01/2015
·      4%- 01/01/2016
·      Consumer Price Index ("CPI") adjustment- 07/01/2017 not to exceed 4%
·      CPI 07/01/2018 not to exceed 4%

Additionally, the following changes are included in the MOU:
·      Eliminating Step 1 of Salary Range 451 (Sergeant) and add a step at the top of the range (there will be no change to current employee pay)
·      Providing a 2.5% increase in 15 year longevity pay and a 2.5% 25 year longevity stipend for those employees hired before 01/01/2013 and further eliminate all 15, 20 and 25 year longevity pay for all employees hired after 01/01/2013
·      Adding 2.5% special assignment pay for those Sergeants assigned to SED and PACT teams
·      Bilingual compensation will change from a fixed amount to a 2.5% stipend for those certified employees that must recertify every two years
·      Increase in accrued comp time hours to 120 hours per year but employees must cash any accumulated hours down to 80 in the paycheck issued prior to June 30 of each year
·      Police Captains, Lieutenants and Sergeants will receive a uniform allowance increase from $120 to $135 monthly
·      Dispatch/Records Supervisors will receive a uniform allowance increase from $75 to $90 monthly
·      Deferred Compensation- the city agrees to pursue with ICMA the establishment of a 401(a) plan for this unit.  This is an employee only contribution plan with no cost to the City.

FISCAL IMPACT:
The agreement essentially restores many of the concessions the employees gave up during the economic downturn, while at the same time eliminating future costs to newer employees.  The restoration is not occurring immediately but over the term of the four and half year contract period.  Funding for the agreement will be built into the annual budgets for each year.
