End
FROM:
Travis Walker, Chief of Police
RECOMMENDATION:
Recommendation
Staff recommends the City Council approve the acceptance of SLESA Growth Fund Revenue and approve the identified uses of the additional allocation.
Body
BACKGROUND:
The Expenditure Plan for the FY2016-2017 SLESA funding allotment of $100,000.00 was approved by the City Council on January 25, 2017. In October 2017, the City was notified of an additional allotment of 2016-17 funds, in the amount of $39,416.41, referred to as “Growth.” The State Controller’s Office Department of Finance definition of “Growth,” is any additional funds received for this Program after reaching "Base". The Program funds are derived from Vehicle License Fees, and each City/Agency allocation is calculated based on population. All funding from the Program is to be used for “frontline law enforcement services.”
DISCUSSION:
The additional allotment provides a revenue source for the purchase of two specific items for which the Police Department has a significant need:
• Ti Training Corp - Force Options Simulator System, $26,997.18.
The Force Options Simulator System is a hands-on training system to train personnel in the areas of appropriate use of force, de-escalation techniques, and the use of applicable case law and policy in the application of force.
The System includes equipment consisting of a library of over 1,000 pre-loaded training scenarios and new scenarios for the life of the system, certified taser courses and scenarios, Windows operating platform, a high definition video projector, a lap top with training software, projection screen, speaker system, simulation handgun, taser guns, pepper spray, shotguns and rifles. The system also provides recording playback of each trainee, customized record keeping and report generation, cables, connections, etc., and a “train the trainer” component.
The benefits to the Department that this system will provide are innumerable and invaluable. Providing this type of in-depth training will significantly reduce the potential for use of force claims and it will better train staff in dealing with mentally ill and emotionally unstable or combative people. The system will be utilized indoors and can provide training during the summer months when it is too hot to perform outdoor training at the Range, thereby also providing a cost savings in training ammunition and Range costs.
• CI Technologies - Blue Team Field Support Services Software, $5,250.00.
The Police Department currently utilizes the CI Technologies IAPro software program which provides a database software program for all Internal Affairs record keeping and State-mandated reporting. Blue Team is an adjunct application designed for data entry of use-of-force, complaints, vehicle accident, and pursuit incidents. It provides for a concise, efficient and more easily obtainable crucial record keeping component for Police Department records.
FISCAL IMPACT:
The additional allocation provides a revenue source to the Police Department in the amount of $39,416.41in the FY2016-2017 SLESA Grant Fund Revenue Account 247-4576-6731. Identified expenditures in this report amount to $32,247.18.
The remaining balance will be expended for approved purchases in accordance with the provisions of the FY2016-17 SLESA grant for allowable uses.
