FROM:
Paul Wilson, Fire Chief
RECOMMENDATION:
Recommendation
Staff recommends that the City Council approve the Draft Cathedral City Emergency Operations Plan (CC EOP) and Annexes dated May 2015.
Body
BACKGROUND:
During the course of the past few decades the United States has experienced great losses due to naturally occurring, as well as man-made disasters. Examples of such events include Hurricanes Katrina and Sandy, as well as the Twin-Towers attack on September 11th 2001. These events were tragic, yet out of them we have gathered knowledge and experience. The 2015 Cathedral City Emergency Operations Plan (EOP) is in part a result of what local governments have learned.
DISCUSSION:
This Draft of the 2015 EOP is a plan that establishes policies, procedures and an organizational structure for response to large scale emergencies. The EOP was developed to meet the Department of Homeland Security (DHS) National Incident Management System (NIMS) compliance as well as California mandates. NIMS compliance allows the city continued eligibility for various grants and federal assistance following a declared emergency or disaster. The objective of the plan is to ensure Cathedral City is coordinating with neighboring cities as well as the Operational Area jurisdictions (tribes, local cities, county and state), and Federal agencies to respond effectively to any emergency or disaster. The EOP is reviewed and updated from time to time with the last major revision occurring in 2007. The EOP consists of the Emergency Operations Plan (EOP) and twelve functional annexes. These annexes include:
Annex A: Emergency Operations Center (EOC) Management Plan
Annex B: Recovery Operations Manual (ROM)
Annex C: Riverside County Mass Care and Shelter Plan
Annex D: Cathedral City Local Hazard Mitigation Plan
Annex E: District Survey and Damage Assessment
Annex F: Mutual Aid and Auto Aid Agreements
Annex G: WMD Incident Response Plan
Annex H: Power Interruption Response Plan
Annex I: ADA Considerations
Annex J: Disaster Service Worker's Resolution
Annex K: Volunteer Response Plan
Annex L: Historic Documents
The CC EOP ultimately assigns responsibility, establishes lines of authority, describes actions, and outlines the steps to prepare, mitigate, and recover from disasters. The EOC Annexes identify specific tasks that need to be handled during an emergency and the personnel responsible for completing those tasks during and after a disaster.
The revised plan before the Council is not substantially different from plans approved in the past and is aligned with Riverside County and other levels of government in the state and region.
FISCAL IMPACT:
Acceptance of the CC EOP is vital in ensuring successful reimbursement and aid from both the State of California as well as the Federal Government. Adoption and implementation of these recommendations will be less than $2000 in printing costs.
ATTACHMENTS:
Draft May 2015 Cathedral City Emergency Operations Plan (CC EOP) and Annexes will be on file in City Clerk's office for review.
