Staff recommends the City Council approve an Administrative Amendment to the Community Development Block Grant (CDBG) FY 2015-2016 Annual Action Plan to increase the Ortega Road Safe Routes Street Improvement project budget from its original allocation of $224,450 to $264,450; an increase of $40,000.

BACKGROUND:
On May 13, 2015, the City Council approved the FY 2015-2016 CDBG Annual Action Plan to carry out a variety of community development activities directed toward revitalizing neighborhoods, creating economic development opportunities, and providing improved facilities and services for the community. Included in the Action Plan was an allocation to fund the Ortega Road Safe Routes Street Improvement Project in the amount of $224,450 to create a suitable living environment for the residents in this area while meeting a CDBG national objective.
According to the City’s Citizen Participation Plan, an administrative budget amendment may be made if the change in the dollar amount is less than $50,000. Administrative budget amendments do not require a 30 day public comment period or public hearing for such budget amendments.
DISCUSSION:
The proposed Project will rehabilitate the south half of Ortega Road to provide a safe and efficient route on foot or by bike for children walking or riding to and from school. CDBG funding will be used in combination with a Safe Routes to School State Grant for the installation of new sidewalks, curbs and gutters, safety crosswalks, signage and rehabilitation of the south half of Ortega Road. The additional increase in funding will allow the City to make more improvements to Ortega Road by expanding the installation of sidewalk and street rehabilitation.
FISCAL IMPACT:
The budget for Ortega Road Safe Routes Street Improvement Project was approved for $224,450. Approval of the recommended action will increase this project budget by $40,000; thereby, making the new project total $264,450. The funding for this amendment is from unprogrammed funds and, therefore, will have no adverse effect on the allocated funding for the FY 2015/2016 CDBG activities and projects approved at the beginning of this fiscal year.
