RECOMMENDATION:
Recommendation
Staff recommends the City Council approve Amendment No. 3 to the Design Professional Services Agreement with Michael Baker International in an amount not to exceed $67,811.00; approve Amendment No. 4 to the Design Professional Services Agreement with Michael Baker International in an amount not to exceed $25,000.00; and authorize the City Manager to sign Amendments No. 3 and 4 and direct Michael Baker International to proceed with Project Design Services as required.

BACKGROUND:
This project will widen the existing Date Palm Drive Bridge at the Whitewater River from 4 to 6 lanes, providing a roadway section in conformance with the City’s General Plan. The project will improve safety and reduce congestion and bring the bridge into compliance with the latest seismic code requirements.
Previous Council actions relative to this project include approval of the Supplemental Agreement with Caltrans on December 8, 2010 for $1,593,540, approval of the CVAG Reimbursement Agreement for $154,845 on July 6, 2010, approval of the Design Professional Services Agreement with Michael Baker International (RBF Consulting) for $1,244,008.00 on December 14, 2011 and approval of Amendments No. 1 for $22,500.00 and No. 2 for $34,500.00 on July 9, 2014.
DISCUSSION:
Amendments to the Design Professional Services Agreement with Michael Baker International are necessary to provide funding for unforeseen work including utility potholing, completion of the Phase II Site Assessment, preparation of Bridge Railing Plans, Channel Improvement Plans, Traffic Signal Modifications and providing Project Management Service. The cost for this work is included in Amendment No. 3
CVWD has an 18” water line that crosses the Whitewater River at the Date Palm Drive Bridge. Construction related to the widening will require relocating this line. Additionally, a CVWD sanitary manhole at the north end of the bridge will require relocation. CVWD has required upgraded supports for the water line under the bridge deck and added other details to the design. The cost for the additional work is required to comply with CVWD design requirements for the relocated water line and manhole. The cost for this work is included in Amendment No. 4.
FISCAL IMPACT:
Staff time will be required to perform project oversight management and other related services.
100% of the cost of designing the CVWD relocations will be reimbursed by CVWD. CVWD will be billed for these services as they are completed.
The costs for the unforeseen design work are grant eligible and reimbursement will be obtained from Caltrans and CVAG.
Adequate funding is available to support the Amendments and contingency required to complete the design services.
