FROM:
Deanna Pressgrove, Environmental Conservation and Public Works Manager
RECOMMENDATION:
Recommendation
Staff recommends the approval of a Resolution of the City of Cathedral City adopting the MSRC Local Government Partnership Program Requirements for the $50,000 MSRC Matching Funds.
Body
BACKGROUND:
The Mobile Source Air Pollution Reduction Review Committee (MSRC) has created a new Local Government Partnership Program to emphasize an accelerated transition to zero and near-zero emissions vehicles along with essential supporting infrastructure for jurisdictions within the South Coast Air Quality Management District (SCAQMD).
The Local Government Partnership Program sets aside a pro-rata share of MSRC funding for each city and county within the South Coast AQMD that participate in the AB 2766 Motor Vehicle Registration Fee Program, directly supports implementation of the South Coast District’s 2016 Air Quality Management Plan, educates local government leadership on the District’s air quality challenges, and leverages other sources of available funding.
DISCUSSION:
The City of Cathedral City receives an annual allocation of AB 2766 Subvention Funds less than $50,000 and is therefore eligible to receive a MSRC Partnership match of $50,000 to implement meaningful air pollution reduction project(s).
To receive funding, the City of Cathedral City must provide a Resolution from City Council that acknowledges receipt of the MSRC Clean Transportation Presentation from City staff, authorizes proposed project(s), and allocates the necessary matching funds and as well as enter in an agreement with the MSRC.
MSRC has awarded $69,620 to the City of Cathedral City. To receive the funds, the application packet and resolution is due to MSRC, August 2, 2018.
Staff is proposing to allocate the MSRC funds towards the installation of Electric Vehicle Charging Infrastructure (EVSE) - including purchase and installation of charging stations that would be accessible to the public. Staff will be working directly with a EVSE contractor to research the cost of installing charging stations at the Library, parks and additional stations around Townsquare. Staff will present City Council with the EVSE proposal once complete for final approval and expenditure of funds.
FISCAL IMPACT:
The grant requires a 25% match for EVSE which would be allocated from the Air Quality Improvement Fund (AB 2766)
