RECOMMENDATION:

Recommendation

Authorize the City Manager to execute a Memorandum of Understanding between the City and the Cathedral City Police Officers Association

Body

BACKGROUND:

The City and the Cathedral City Police Officers Association ("POA") recently completed negotiations for a successor Memorandum of Understanding ("MOU") for a new three and one half year agreement.

DISCUSSION:

The City and POA reached a Tentative Agreement on a successor to the current MOU, whereby the new agreement covers three and one half years from July 1, 2016 through December 31, 2019.  The agreement provides for some employee concessions over the period of the agreement to include paying for their own swat team jackets, discontinuance of city-paid medical testing related to a wellness program and no further use of sick time counted as time worked for the purposes of calculating overtime. In exchange, compensatory time off accrual would increase from 120 hours to 160 hours per year but once per year must be cashed out down to 40 hours; cost of living adjustments of 4% at July 1, 2017, January 1, 2018, and January 1, 2019;  fifty hours of POA board release time for the purposes of attending Police Officer Bill of Rights and other Union training programs; an increased stipend from 2.5% to 5% for two gang officers, which is consistent with other special assignment pay; bilingual pay would increase from 2.5% to 4% for the 10 officers currently certified as bilingual; vacation leave would increase from 6.46 hours per pay period to 7.5 hours per pay period for those employees with 15 years or more of service; and a $15 per month non-PERSable increase in uniform maintenance allowance.   The new agreement will include any language housekeeping items required by law, POBAR (Police Officers Bill of Rights Act) and PEPRA (Public Employee Pension Reform Act).

FISCAL IMPACT:

Approximately $135,000 per year for 30 employees.
