Staff recommends the City Council approve a four year contract with Riverside County for Animal Control services.

BACKGROUND:
The City of Cathedral City has contracted Field and Shelter Services through the Riverside County Health Agency, Department of Animal Services since FY 2005. Our last multiyear contract expired at the end of FY 14/15 when a one year contract was entered into with Riverside County for these services. Staff was directed to seek other alternatives to provide Animal Services to our community members. The only other alternative identified was the City of Palm Springs, who is the only municipality in the Coachella Valley that provides Field and Shelter Services to their residents with the remaining cities contracting with Riverside County respectively for their Animal Control Field and Shelter Services. We have had several conversations with the City of Palm Springs Animal Services and they are at capacity in their shelter. With discussing our call volume and animal impounds Palm Springs is not in a position to take on Field or Shelter Services for Cathedral City at this time.
Staff recommends entering into a four year Field and Shelter Animal Services contract with Riverside County through the end of FY 19/20.
DISCUSSION:
The Police Department has budgeted for FY 16/17 for half time Field Services for $103,024 (to include, overtime, operation and maintenance, license processing) and for Shelter Service cost at $186,880 for a total cost of $289,904.
Presented in this staff report are two contract options to select Field Services:
Option one: Half time (50%) Field Services FY 16/17 $63,513
Three quarters (75%) Field Services FY 17/18 $95,270
Three quarters (75%) or Fulltime (100%) FY 18/19 $95,270 / $127,026
Full time (100% FY 19/20 $127,026
Option two: Full time (100%) Field Services FY 16/17 $127,026

These two options do not include overtime, operation and maintenance, and license processing. If option one is chosen, we are in the second year of a two year budget that FY 16/17 covers and is funded. If option two is chosen which includes full time Field Services the FY 16/17 budget will be short $63,513 and a funding source to meet the shortfall would need to be identified.
The Riverside County Board of Supervisors sets the Field and Shelter Service rates and may adjust these rates pursuant to ordinance or resolution according to the contract.
The rates for Field Services for FY 16/17 have stayed the same at $63,513 for half time (50%) and full time (100%) at $127,026 since FY11/12. Over time costs have decreased from $19,483 in FY11/12 to $18,600 (estimated) in FY 16/17. Operation and Maintenance costs have decreased from $16,042 in FY 11/12 to $14,553 in FY 16/17. Licensing costs have increased from $6,818 in FY 11/12 to $8,700 in FY 16/17. The largest increase has occurred in Shelter Services. In FY 11/12 the cost was $55,472, FY 12/13 the cost was $123,272, FY 13/14 the cost was $149,867 and an all-time high in FY 14/15 the cost was $176,463. Shelter Services have actually decreased in FY 15/16 to $167,210 and a further decrease in FY 16/17 to $160,310.
Staff recommends Option one continuing with half time (50%) Field Services for FY 16/17 with the opportunity to increase Field Service time in FY 17/18 - FY 19/20.
