Recommendation
Staff recommends the City Council authorize the City Manager to execute a construction contract with the low responsive and responsible bidder to construct the McCallum Way and 30th Avenue Pavement Rehabilitation Improvement Projects as listed in the 2017-19 Capital Improvement Program, after bids are received, evaluated, confirmed; including inspection, testing and contingencies; all within the approved budgeted limits for each Project.

BACKGROUND:
Cathedral City is requesting bids for rehabilitating the pavement on McCallum Way from Landau Boulevard to Date Palm Drive and on 30th Avenue from Landau Boulevard to Da Vall Drive. These two Projects were recently approved as part of the 2017-19 Capital Improvement Program (CIP) as CIP 8864 (McCallum Way) and CIP 8867 (30th Avenue) and were scheduled to be completed this summer. Both these streets were identified in the Pavement Management Program as needing complete pavement replacement.
DISCUSSION:
The reason that these Projects are scheduled for completion this summer is to avoid the local area schools drop off and pick up traffic congestion, especially the portion of 30th Avenue between Date Palm Drive and Da Vall Drive adjacent James Workman Middle School. James Workman Middle School's first day of class instruction is calendared on August 9, 2017. Once the new 2017-19 CIP was approved, to meet these Project's schedules, City Staff rapidly completed plans and specifications for the two Projects. Additionally, the Projects were combined in anticipation of securing better bid pricing.
The bids for this combined Project were advertised on June 15, 2017 and will be opened on June 29, 2017. Because the City Council will not meet again until July 26, 2017 and the section of 30th Avenue adjacent James Workman Middle School needs to be complete prior to the first day of school, City Staff is requesting that the City Council authorize the City Manager to execute a contract with the low responsive and responsible bidder based on the June 29, 2017 bid opening submittals, and only after they are evaluated, confirmed and are within the budgeted parameters listed in the Fiscal Impact below. This authorization will include inspection, testing and contingencies for each Project.
Contingent upon City Council approval authorizing the City Manager to execute a construction contract, it is anticipated that the construction contract Notice of Award would be issued on July 3, 2017. For this Project, Staff requested that the successful bidder furnish bonds and insurance within five (5) days of Notice of Award. This schedule would allow the contractor to begin construction as early as the week of July 10, 2017, allowing sufficient time to finish the critical Avenue 30 section before school starts.
Following the bid opening on June 29, 2017, Staff will provide the City Manager with a bid summary and recommendation for award. City Staff can also provide the City Council and update on the progress of the Project at the July 26, 2017 Council Meeting if requested.
