RECOMMENDATION:

Recommendation

Staff will present a proposed Banner Program for East Palm Canyon Drive in Downtown Cathedral City for Council direction.  The banner program is designed to increase the attractiveness of our downtown and help promote our local businesses and organizations that make living here great.

Body

BACKGROUND:

Over the past two years, Council has authorized the East Palm Canyon Drive Banner Program that utilized the City's 82 banner slots in downtown.  The vivid banner designs have added color to our downtown landscape and created an artistic way of promoting the City, local businesses and organizations to the 37,000 automobiles that travel EPC each day.  Businesses and organizations signed up for the banner program and the program generated nearly $9,000 and netted $760 to be placed towards offsetting city event expenses.  The banner program also paid for the banners that did not sell between Date Palm Drive to Cathedral Canyon Drive.  The current banners will remain up until October 31, 2018.

DISCUSSION:

Popularity for the banner program continues.  The banners add a burst of color and city pride in our downtown.  Businesses like the ability to have a banner, and when space is available, to have their logos appear on a rotating basis on the new electronic sign adjacent to the Festival Lawn as being a sponsor of the banner program.

Attached are three designs that Kevin Lockwood and I have created that we seek Council's input on which one to use.  If approved, the new banners would replace the current banners this fall, but no later than November 1, 2018.

FISCAL IMPACT:

In previous years, the Community Development Department was expected to refurbish the banners at a cost to the City.  With the new banner program, the City would reach out to local businesses and organizations who are interested in sponsoring a banner (double sided).  Sponsorships cost $500 per banner or a little cheaper if someone purchases multiple banners.  The past two years, the banner program has paid for itself and earned a little extra to go towards City events.
