John A. Corella, P.E. - City Engineer

RECOMMENDATION:

Recommendation

Staff recommends the City Council adopt Resolution 2018-XX, approving the Senate Bill 1 Project List for FY 18-19.

Body

BACKGROUND:

On April 28, 2017, Governor Brown signed SB-1 known as the Road Repair and Accountability Act of 2017 to address basic road maintenance, rehabilitation and critical needs for both state highways and local streets and roads. SB-1 will generate funds through increases on per gallon fuel excise taxes, increases on diesel fuel sales taxes, vehicle registration fees, and provides for inflationary adjustments on future tax rates.

Portions of the funds generated will be deposited into a new account created by the State Controller known as the Road Maintenance and Rehabilitation Account (RMRA). A percentage of the RMRA funding will be apportioned by formula to eligible cities and counties for basic road maintenance, rehabilitation and critical safety projects

 DISCUSSION:

To receive RMRA funding, all proposed projects must be included in a resolution adopted by the City Council during a regularly scheduled meeting. This means the City will need to adopt a resolution that includes the specific list of projects proposed for RMRA funding. Once the resolution is approved Staff will submit to the California Transportation Commission (CTC) an excerpt with the Project List in the adopted Resolution.

The Proposed Street Improvement Projects are as follows:

1. Date Palm Drive and Dinah Shore Drive Intersection Reconstruction: Estimated cost $800,000.

2. Avenida Ximino Neighborhood Street Reconstruction: Estimated cost $650,000.

3. Landau Boulevard and McCallum Way Intersection Traffic Signal Construction: Estimated cost $400,000.

4. Whispering Palms Neighborhood Street Pavement Rehabilitation: Estimated cost $1,400,000.

5. Century Park Neighborhood Street Pavement Rehabilitation: Estimated cost $1,400,000.

6. La Pasada Neighborhood Street Pavement Rehabilitation: Estimated cost $650,000.

7. Landau Public Alleyway Reconstruction: Estimated cost $400,000.

FISCAL IMPACT:

SB-1 revenues are estimated to be approximately $300,000 for FY 17-18 and $900,000 for FY 18-19. Sufficient funds will be available for the FY 18-19 project to improve the Dinah Shore/Date Palm Drive intersection.

Additionally, the City is required to maintain its existing commitment of local funds for Capital Improvements to remain eligible for RMRA funding apportionment. This means that the City needs to spend no less than the annual average expended from its General Fund during the 2009-10, 2010-11 and 2011-12 fiscal years for streets, road, and highway purposes, otherwise known as the Maintenance of Effort (MOE) in the amount of $895,793.00 to remain eligible. Any unrestricted funds such as vehicle in-lieu tax revenues and revenues from fines and forfeitures spent on streets, roads, and highways are considered General Fund expenditures.
