City Staff recommends that the City Council receive and review the results of the recent Phase 1 Historic and Cultural Resources Assessment of the City and provide direction.

BACKGROUND:

On March 11, 2015, the City Council held a study session discussion regarding the possible adoption of a Cathedral City Historic Preservation ordinance. As a result, the City Council directed the formation of an ad-hoc committee comprised of citizens, Peter Palladino representing the Agnes Pelton Society, Architect John Rivera representing the Architectural Review Subcommittee of the Planning Commission, Allan Carvalho representing the Arts Commission, Margie St. James representing the Cathedral City Historical Society, Denise Cross representing the Cathedral City Archive project, Diane Heinz representing the Cathedral City Parks and Events Commission, Robert Rodriguez the City's Development Services Manager, and Councilmembers Carnevale and Kaplan. The purpose of the Committee was to consider the needs of the City in relation to Historic Preservation.

On December 9, 2015, Staff presented the Historic Preservation Task Force's findings to the City Council. These findings identified the need for the City to Commission a Historic Preservation body, adopt a related ordinance, and circulate a Request for Qualifications (RFQ) for professional services to complete a city-wide historic and cultural resources assessment.

Staff also reviewed the Archaeological and Historic Resources Element of the City's General Plan and determined that the intent of the Historic Preservation Task Force's recommendations to the City Council were consistent with the Goals, Policies and Programs of the Element. As a result, Staff was directed to issue a Request for Qualifications (RFQ) for conducting a city-wide historic and cultural resources assessment.

 On March 9, 2016, staff presented City Council with a Statement of Qualifications from the firm of Kaplan Chen Kaplan (KCK) to conduct a city-wide historical and cultural assessment. As a result, Council directed staff to proceed with KCK and their services. 

Once the agreement between the City and Kaplan Chen Kaplan was executed, KCK began the initial Phase One of the Historic and cultural assessment. Phase One of the assessment involved meeting with City staff, the Historic Preservation Task Force, the Cathedral City Historic Society and other interested members of the community; a review of the City General Plan; identifying areas of the city that need to be surveyed; and the analysis of aerials and other maps to identify periods of development and growth. Based on the information gathered, KCK prepared a historic context statement identifying themes and property types to guide the evaluation of resources.

The attached report is the result of the information gathered.

 

 

DISCUSSION:

The City Council will receive a report and presentation from City Staff and the Consultant and provide staff with further direction.
