BACKGROUND:
Danish Prince Mario-Max Schaumburg-Lippe and Alla Mustov of the Routenstein Foundation have applied to conduct the "Cathedral City Royal Caviar Festival" at the Festival Lawn in Downtown Cathedral City on Saturday, April 1, 2017 from 12 noon to 8:00 p.m. and a Caviar Masquerade Party at the Civic Center Paseo and Plaza area from 8:00 pm to 2:00 a.m.
Danish Prince Schaumburg-Lippe is an adopted son of Prince Waldemar Stephen of Schaumburg-Lippe. He is an actor and is working with producer Joh Feist on a new reality TV show "From Hobby to Lobby" which involves business education and business startup funds for veterans.
DISCUSSION:
According to the organizers there is a misperception that Caviar is only for the elite. At the family festival in the day, they will offer caviar tasting at a "price you can afford, the taste you will never forget." The organizers realize that Cathedral City may not be known for caviar, but that is their point of the festival. They also know that having it on April's Fools Day will generate a lot of conversation, but that's their point too.
The festival and the Masquerade Party will be recorded for the TV reality show mentioned in the background section. Both will offer music, food, raffles, and fun.
The Masquerade event, adults only, will be an upscale activity inviting the "who's who" of the Valley. The music will be placed in the Paseo so that the sound will be mitigated for those living nearby. The City has previously offered very loud dance events in the Paseo and there are only four homes that could possibly hear the sound if they had their windows open. The organizers plan to contact the residents of those homes and offer a hotel room for that evening or some other form of compensation.
The organizers expect a crowd somewhere between 1,000 and 4,000 attendees.
FISCAL IMPACT:
The organizers are asking the City to be a sponsor of the event. In doing so, they would like to have the S.U.P. application fee of $510 waived. However, the City should demand a $600 clean-up/damage deposit. As a sponsor, the City would provide in-kind value of utilizing the crowd control barriers, closing of appropriate streets, and electrical use. Additionally, they would want assistance with marketing the event through the City's social media and electronic billboard opportunities.
The organizers would be responsible for all trash, portable toilets, security, and clean-up.
