FROM:
Chris Parman, Communications / Events Manager
RECOMMENDATION:
Recommendation
Approve SUP #15-008 allowing Interfusion Music Summit (IMS) 5 to occur from Friday, October 9th to Sunday, October 11th.
Body
BACKGROUND:
In 2011, the City Council approved a sponsorship arraignment with AEU Media to produce the Interfusion Music Summit with a first right of refusal for 5 years. On November 13, 2013, the City Council approved a $30,000 sponsorship for the 2014 event leaving $10,000 sponsorship for 2015.
Last year, IMS brought their industry educational classes to City Hall on Friday morning and afternoon. Those classes were broadcasted LIVE on Channel 17 as well as on the internet. They also introduced a new VIP Party at City Hall which was well attended and popular.
DISCUSSION:
In an effort to boost attendance, IMS 5 plans to expand programming, change locations, and create a dance party atmosphere that is conducive to its targeted demographic.
Much like last year, IMS 5 will hold Electronic Dance Music (EDM) industry discussion classes in the City Hall Chambers on Friday, October 9th from 10 am to 5pm. From 7pm - 10 pm, IMS 5 will host a VIP Party on the 3rd Floor of City Hall spotlighting celebrity musical guests as well as up-and-coming EDM artists.
IMS 5 changes the activities and hours on Saturday from last year. The performances of the EDM DJs will occur in the Paseo between City Administration and the Police Department. The DJs will spin the music from the 2nd Floor balcony inside the Paseo and guests can dance on the 1st floor from 4pm to 2 am. Although the hours of music will go to 2 am, placing it in the Paseo requires less volume for the musical enjoyment than placing it in its previous location of Town Square. Additionally, IMS will bring in gourmet food trucks and create outdoor lounge areas for those 21 years and older (offering alcoholic beverages) and lounge areas for those 20 years old and younger (offering non-alcoholic beverages).
On Sunday, IMS 5 allows DJs to perform their EDM talents to a general listening audience from 10 am to 6 pm. This will occur in the Paseo area as well.
Because IMS 5 is a City-sponsored event, the SUP application fee should be waived. IMS 5 will be responsible for insurance covering the City as an additional insured, health permits for the food trucks, and securing an ABC license to serve alcohol. IMS 5 will be responsible for hiring security officers where needed.
FISCAL IMPACT:
The City is a sponsor of IMS 5 for $10,000 this year. There will be some additional In-Kind expenses, namely Public Works blocking off streets, setting up the metal barriers for the 21 and over lounge area, and general maintenance. Funding for the sponsorship will be included in the FY15-16 budget.
