Recommendation

Staff recommends the City Council approve the FY 2016-2017 Consolidated Annual Performance and Evaluation Report (CAPER) for submittal to HUD.

Body

BACKGROUND:

The Consolidated Annual Performance and Evaluation Report (CAPER) summarizes the progress made toward achieving the goals approved in the FY 2016-2017 Annual Action Plan, and amendments to this Plan. This CAPER is a self-evaluation of the City’s CDBG Program that describes how successful it was using the funds allocated to programs and services to meet one or more of the National Objectives mandated by HUD.

DISCUSSION:

The draft CAPER includes information regarding amount of funds invested in projects and activities, descriptions of households assisted through the use of CDBG funds, actions taken to affirmatively further fair housing, and other information relevant to the status of grant-funded projects administered by the City that improve local housing and meet community development needs.

PUBLIC SERVICES:

For FY 2016, the City utilized subrecipients to provide senior, homeless, special needs, and fair housing services. In order for the subrecipients to receive CDBG funding, each subrecipient was required to enter into a written agreement with the City that included CDBG specific language and outlined requirements and goals that needed to be met for the program year. After the agreements were initiated, the subrecipients were able to request reimbursement for work performed. All four subrecipients have fulfilled their contract obligations and have met their goals.

PUBLIC IMPROVEMENTS:

For this program year, CDBG funding was allocated to make public improvements in the Panorama and Whitewater Neighborhoods. These improvements rehabilitated residential streets located in low and moderate income areas of the City. CDBG funding was used to leverage matured Assessment District funding to complete the repaving of these streets.

CDBG funding was allocated for the rehabilitation of Avenida La Paz and Avenida La Vista located in Census Tract 449.23 and 449.24. These streets are situated in the northern part of the City in the Panorama Neighborhood. These public improvements were selected to receive funding because of the high priority need to revitalize these residential streets and expand economic opportunities for these residents in the adjoining living areas within the City. This Project was completed in March 2017.

For the Whitewater Neighborhood Street Improvement Project, a Substantial Amendment was prepared to utilize the unspent funding left over from previous activities. The approval of this Substantial Amendment by the City Council allowed City Staff to revitalize and repave residential roads within the Whitewater Neighborhood (South City). These streets included Canyon Vista Road, Monte Vista Road, Aurora Vista Road, Desert Vista Road, Cielo Vista Road and Rancho Vista Road. The construction of this Project was completed in June 2017.

In addition to the two street improvement Projects, CDBG funding was allocated to Angel View from the Public Improvement cap (65%) to make minor modifications to their facility.  In early 2016, Angel View was relocated to a new facility next to their retail store on East Palm Canyon Drive. CDBG funding helped fund modifications to their new building to better serve their clients.

PUBLIC PARTICIPATION:

The City’s Community Participation Plan requires the CAPER be made available for fifteen (15) days to give residents and the rest of the community an opportunity to review and comment on the information being evaluated for submittal. The Draft CAPER was made available August 7, 2017 to August 21, 2017. Any public comments received will be included into the Public Participation section of the CAPER before its submittal to HUD.

FISCAL IMPACT:

The City’s HUD entitlement for FY 2016-17 was $527,376. The City has requested reimbursement for program administration and planning, providing public services, and public improvements for a total of $821,858.07. This amount includes the 2016 entitlement award and unspent funding from previous projects outlined in the approved Substantial Amendment.
