Recommendation                     

Staff recommends that the City Council approve a Site Lease Agreement between the Los Angeles SMSA Partnership d/b/a Verizon Wireless and the City of Cathedral City to allow Verizon Wireless to sublet a portion of the city-owned property located at the Dennis Keat Soccer Park, and for the construction of a facility to house the telecommunication equipment; and accept a $2,500 monthly rent payment plus a three percent (3%) increase of the rent paid during the previous year; and authorize the City Manager (or designee) to execute the agreement.

BACKGROUND:

 On June 18, 2014, the Planning Commission approved Conditional Use Permit (CUP) #14-002 for the Verizon Wireless facility. The approval was for the construction of an unmanned wireless cell site located at the Dennis Keat Soccer Park, 69400 30th Avenue, Cathedral City. The telecommunication site is located on the west side of the soccer park just north of the restroom building.    The project included the installation of six (6) panel antennas, six (6) Radio Remote Units (RRU) and one (1) parabolic antenna mounted on an existing 70 foot Musco Light pole; two (2) DC surge protections, one (1) DC surge protection near the top of the light pole and one (1) DC surge protection near the equipment cabinets; one (1) 10KW/ 55 gallon diesel generator, five (5) equipment cabinets and four (4) GPS antennas within a 25 foot by 16 foot (approximately 400 square feet) CMU wall enclosure with canopy.    

 

DISCUSSION:

Los Angeles SMSA d/b/a Verizon Wireless is requesting to sublet an additional portion of the Dennis Keat Soccer Park, located at 69400 30th Avenue. Verizon is proposing to construct an additional telecommunications facility and install wireless telecommunication antennas utilizing an existing 70 foot Musco Light pole near the northwest corner of the park.

The proposal will allow the provider to install six (6) panel antennas, six (6) Radio Remote Units (RRU), and one (1) parabolic antenna mounted on an existing 70 foot high stadium light pole. Additionally, the applicant will install ground mounted accessory equipment within the proposed 25 foot by 16 foot covered CMU wall enclosure.

Verizon Wireless is offering to pay the City $2,500 per month, plus a three percent (3%) increase of the rent paid during the previous year.

If the applicant modifies the approved project, the project will require a new entitlement application.

The City Council may elect to reject the proposed Site Lease Agreement or request additional modifications.

ENVIRONMENTAL ANALYSIS:

Applicant compliance with the California Environmental Quality Act (CEQA) is required per the Cathedral City Planning Department’s CUP approval process.

 

FISCAL IMPACT:

 The City’s General Fund is not currently generating revenue from this site. Approval of the recommended action will allow the City to receive a monthly rent payment of $2,500, plus a three percent (3%) increase of the rent paid during the previous year.
