RECOMMENDATION:

Staff recommends the City Council accept the resignation of Julie Haltman from the Parks and Community Events Commission and Robin Johnson from the Planning Commission, direct staff to post a Notice of Vacancy pursuant to Government Code Section 54974 and provide direction to staff on how to proceed with filling the vacancies.

BACKGROUND:
Julie Haltman was appointed to the Parks and Recreation Commission in 2008. She was reappointed in 2011 for a three year term and once again in 2014 with a term continuing through June 30, 2017. In April of 2015 the Parks and Recreation Commission was changed to the Parks and Community Events Commission retaining of the members of the established Parks and Recreation Commission.
Robin Johnson was appointed to the Planning Commission in June of 2015.
DISCUSSION:
At the September 2015 meeting of the Parks and Community Events Commission meeting Julie Haltman indicated that she would be resigning from the Commission due to family responsibilities and reaffirmed this in an email to Deanna Pressgrove, Environmental Conservation & Public Works Manager, Staff Liaison.
With the resignation of Ms. Haltman, the Parks and Community Events Commission will have one vacancy with a term continuing to June 30, 2017.
Robin Johnson has indicated that she is unable to fulfill the duties and time required to be an active member of the Planning Commission. With the resignation of Ms. Johnson, the Planning Commission will have one vacancy with a term continuing to June 30, 2018.
Staff has contacted those individuals who applied in June for the Parks and Community Events commission and the Planning Commission who were not appointed to see if there was still an interest in serving in that capacity. The following is a list of those who are still interested in serving their community:

Parks and Community Events Commission
Staff will post a Notice of Vacancy for both vacancies pursuant to Government Code Section 54974. Pursuant to Government Code 54974, no appointment can be made sooner than 10 days after the Notice of Vacancy has been posted. The following are two options recommended by staff that the Council can choose from to fill the unexpired terms:
1. Accept applications and conduct interviews.
2. Consider the appointment of an applicant that was not appointed in June 2015 for the Parks and Community Events Commission and the Planning Commission and direct staff to bring back an action for approval at the next City Council Meeting.
FISCAL IMPACT:
There is no fiscal impact with this item.
