City Staff is recommending the following:

1. Request authorization to submit California Youth Soccer and Recreation Development Program Grant Applications for new lighted basketball courts at, Panorama Park and Century Park; and

2. The City Council authorize the City Manager, or his designee, to enter a service provider contract with MVR Consulting in the amount, not to exceed $13,500 to prepare and submit the Grant Applications; and

3.  The City Council approve Resolutions in support of the Grant Applications.

Body

BACKGROUND:

The State of California Department of Parks and Recreation is soliciting Grant Applications for the 2016 California Youth Soccer and Recreation Development Program (Program).  This Grant is part of the Proposition 40-2002 Resources Bond Act passed in March of 2002 which provides funding for local assistance Grant Programs.

The intent of the Program is to provide financial assistance to local agencies and community based organizations to foster the development of new youth soccer, baseball, softball and basketball recreational opportunities in the State.

There are $23.3 million in funds available for qualifying projects under this competitive Grant Program cycle. The minimum grant amount is $75,000 and maximum grant amount is $1 million per project site.  The applications for the Program are required to be submitted by November 1, 2016.

DISCUSSION:

With the completion of Ocotillo Park, it has been observed that the lighted basketball courts were well received, and are used a significant amount on a daily basis, especially after dusk when the lights are turned on.  The double full courts and lighting allows residents to maximize the use of the basketball courts up to 10 p.m. each night before the lights are turned off.

Panorama Park and Century Park each have existing half basketball courts with no lighting.  To encourage more basketball court use at each of these parks, especially after school hours, Staff is proposing to submit Grant Applications under the Program to fund the construction of two full LED lighted basketball courts at each of the Parks.

At this time, City Staff workload does not allow for the timely completion of the Grant Applications needed for each park. To meet the State's deadlines, Staff has solicited a proposal from MVR Consulting to complete the two Program grant applications at a cost of $13,500.  MVR Consulting has a proven track record with the City in securing Grants in the past, most recently the $5.0 million Grant for Ocotillo Park and recently the $1.4 million Land and Water Grant for the Commons Park Amphitheatre Project adjacent the City's parking structure.

The cost will include the grant writing and coordination for the proposed Projects, compilation and processing of the CEQA documentation for each and a limited amount of reimbursables.  Staff is requesting that the City Council authorize the City Manager, or his designee, to enter into a service provider agreement with MVR Consulting to complete the aforestated services at a cost not to exceed $13,500.

Lastly, in order to facilitate the Program grant application, Staff is attaching two State Parks required Resolutions that will be submitted with the Program Grant Application.  In order to expedite the Program Grant Applications, Staff is requesting that the City Council approve the attached Resolution at this time, to be sent in with the Program Grant Application.

FISCAL IMPACT:

The services will be funded from the 2016 - 2017 Engineering Department Professional Services budget 100-156-8601.
