Body
BACKGROUND:
Agnes Pelton Society, a 501 c(3) charity, hosts its annual Historic Homes and Artist Tour on Sunday, February 11, 2017 11 am to 3:00 pm in private homes throughout the Cathedral Cove neighborhood. The annual event consists of working artists and private homeowners opening their historic homes to a paid, public audience to showcase art and learn about the significance and history of Cathedral City. It also consists of live entertainment from acoustic classical and folk musicians and dance performances as well as a Children's Art Making Garden in collaboration with SCRAP Gallery.
Past, paid attendance for this event has averaged around 300 attendees.
The City has sponsored this event for more than three years and currently is a major sponsor. This is the charity's major annual fundraiser.
DISCUSSION:
This year, the annual tour would like to showcase newly completed murals on Chuparosa Lane (alley between E and F Streets) as well as local artists in booths on F Street between Chuparosa Lane (alley) and Glenn Avenue. This would require a half-block of F Street to be closed to traffic. Besides Simeon Den and Peter Palladino's home on F Street in the proposed closed half-block of F Street, there are six other homes that would be affected by the road closure. The closure is needed for artists to set-up booths in the street in an effort to reduce the number of venues of the tour and reduce the need to drive from venue to venue throughout the Cove neighborhood. Only the historic homes in the lower cove will require attendees to traverse from venue to venue and those will be limited this year.
Staff recommends that if approved by council that the Agnes Pelton Society properly notify via mail and door flier to the six neighbors that would be affected by the road closure with a minimum of a 72-hour notice.
Agnes Pelton Society must acquire festival insurance that names the City as an additional insured with a minimum of $1,000,000 liability coverage.
FISCAL IMPACT:
The City sponsors the annual event with a cash payment of $4,000. The road closure would require Public Works to set-up barricades and road closure signs for Chuparosa Lane and F Street for a minimal additional in-kind cost. The charity has paid a $300 Special Use Permit application fee.
