RECOMMENDATION:

Recommendation

Staff recommends the City acquire seven vacant housing parcels from the Housing Successor Agency for an amount not to exceed $312,347 for the purposes of developing a future park.

Body

BACKGROUND:

The City, in its capacity as the Housing Successor to the former Cathedral City Redevelopment Agency (“HS”), currently owns seven vacant parcels with APN’s of 687-213-001, 003, 004, 007, 008, 010 & 012.  The City currently owns APN 687-213-012, which was donated from the City Urban Revitalization Corporation.  The corresponding addresses are 37236, 37290 & 37280 Cathedral Canyon Drive and 68528, 68540 & 68546 “C” Street, 68587 “B” Street. The amount to acquire the parcels from the Housing Successor to include the special assessments on all eight parcels is not to exceed $312,347.

DISCUSSION:

As part of the development process, a developer has the choice of dedicating land, paying a park development in-lieu fee or a combination of both for the purposes off future parkland acquisition and development of park and recreational facilities.  The City has collected $139,496.84 in Quimby Fees (fees collected and used for parkland acquisition only) as well as the balance of the funds for the acquisition of these parcels, not exceeding $172,850.16, would be paid from the Park Development Fees to the Housing Fund. The total acquisition costs, which would include paying of existing sewer assessments, would not exceed $312,347all for the purposes of developing a future park.  The referenced property is not property previously dedicated for public purpose by map or deed; it is not surplus property and it is not required to be disposed via a Department of Finance approved Long Range Property Management plan.

FISCAL IMPACT:

Account # 235-3311-1408 not to exceed $172,850.16

Account #235-3311-1409 not to exceed $139,496.84
