RECOMMENDATION:

Recommendation

Staff would like to provide the City Council with an update, answer any questions, and seek direction for the City’s Pavement Management Program (PMP).

Body

BACKGROUND:

On October 2015, the City Council approved the first phase of the Cathedral City Pavement Management Program (PMP).  The PMP is an ongoing preventative street maintenance program intended to revitalize and prolong the life of the City’s streets by either reconstruction or applying a specified form of asphalt slurry on each public street within the City, until all streets are renewed.  Once all streets have received attention the cycle will start again.

The REAS paving system was chosen for the durability, quality of the emulsion and the costs.  PMI has secured the City of Los Angeles’s REAS paving contract as the most qualified low bidder.  In accordance with the past City Council approved piggyback purchasing authorization, the City is able to secure equal prices for material and application as given to the City of Los Angeles on a per unit basis.  This piggybacking provides Cathedral City with significant savings for implementing the city-wide PMP.

DISCUSSION:

For the Pavement Management Program (PMP), staff prepares project area maps and calculations of the streets that have been determined to receive treatment and sends the information to Petrochem Materials Innovation, LLC (PMI). PMI then evaluates the condition of the streets with City Staff and determines if the REAS application process will have an average spread ratio of approximately 10 square feet per gallon.  Based on this evaluation and subsequent calculations, PMI prepares a cost estimate that includes the price of the slurry, machinery, and labor. The PMP is a turnkey program that also includes traffic control and striping in the contract with PMI. The contracts for each phase of the program are based on the amount of funding available within each assessment district.

The following includes the assessment district that has been or will be completed in each respective phase:

Phase I:

•                     AD 88-3 is located in the Panorama Neighborhood. AD 88-3 is generally bound by Vista Chino to the north, 30th Avenue to the south, Date Palm Drive to the east, and Landau Boulevard to the west. AD 88-2 received approximately 550,924 square feet of REAS.

•                     AD 88-2 is also located in the Panorama Neighborhood.  AD 88-2 is generally bound by 30th Avenue to the north, Vega Road to the south, Date Palm Drive to the east, and Avenida La Paloma to the west. Approximately 210,171 square feet of REAS was applied to AD 88-2.

•                     AD 2004-02 is located in The Cove of Cathedral City. AD 2004-02 is generally bound by East Palm Canyon Drive to the north, Foothill Road and the San Jacinto Mountains to the south, Chuparosa Road to the east, and Bankside Drive and West Cathedral Canyon Channel to the west. AD 2004-02 received approximately 425,000 square feet of REAS.

Phase II:

•                     AD 2004-02 is located in The Cove of Cathedral City. AD 2004-02 is generally bound by East Palm Canyon Drive to the north, Foothill Road and the San Jacinto Mountains to the south, Chuparosa Road to the east, and Bankside Drive and West Cathedral Canyon Channel to the west. Approximately 518,700 additional square feet of REAS was applied to AD 2004-02.

•                     AD 86-5 is located in east side of the City. AD 86-5 is generally bound by McCallum Way to the north, Ramon Road to the south, Date Palm Drive to the west, and Santoro Drive to the east. Approximately 412,000 square feet of REAS was applied to AD 86-5.

•                     Jermaine Gibson is an access road on the east side of the City limits into the Palm Springs Motors auto dealership. Officer Jermaine Gibson is situated perpendicular to East Palm Canyon Drive to the north. This segment of road received approximately 27,200 square feet of REAS and will be funded using Measure A.

•                     Kyle Road and Auto Park Drive are also access roads to various auto dealerships located within the Cathedral City Auto Center. The Auto Center is generally bound by Perez Road to the north and west, and bound by East Palm Canyon Drive to the south. Kyle Road and Auto Park Drive will received approximately 42,100 square feet of REAS and will also be funded using Measure A.

Phase III:

In the Fall of 2016, the City is planning on implementing Phase III of its Pavement Management Program (PMP) in Assessment District 2004-01 (Dream Homes). Staff is planning on applying rubberized emulsion aggregate slurry (REAS) to maintain and expand the life of its residential streets in this area. The Public Works Division is currently applying crack seal to these streets. Staff has submitted street measurements and is awaiting a cost estimate from PMI.

•                     AD 2004-01 is located in the Dream Homes neighborhood on the west side of the City limits. AD 2004-01 is generally bound by Ramon Road to the south, Gene Autry Trail to the west, and the Whitewater River Channel to the east. The entire assessment district will receive approximately 783,000 square feet of REAS.
