BACKGROUND:
Under California Law, former Redevelopment Agencies and now Housing Successor Agencies must adopt a plan for the relocation of families, persons and nonprofit local community organizations when acquiring residential properties for redevelopment.  While redevelopment agencies have now been formally dissolved, this component of the law still exists and the residential properties on C and E Street that are the subject of the C and E Street Relocations were acquired with former redevelopment agency housing funds or are occupied by tenants who were temporarily relocated from other units that had been acquired with redevelopment agency housing funds. The Housing Successor Agency has engaged LACAL Consulting, Inc., (LACAL) to prepare the Relocation Plan and assist the residents to be relocated to find decent, safe and sanitary housing.  Under consideration today is the Relocation Plan.
 
There are four residential households occupying four residential units encompassing a total of 10 bedrooms located at 68537 and 68745 C Streets and 68676 E Street.  These units consist of one single-family residence and two duplexes, one of which is occupied by the same family in its entirety as a single family residence.  In order to relocate these residential occupants, the City in its capacity as the Housing Successor to the former Redevelopment Agency, must comply with State Relocation Law regarding relocation of households by redevelopment agencies pursuant to Government Code Section 7260, et. seq., and the Relocation Assistance and Real Property Acquisition Guidelines adopted by the Department of Housing and Community Development, Title 25, California Code Regulations Section 6000 et. Seq.
 
DISCUSSION:
Interviews among potentially affected residents were conducted during the week of April 18, 2015. Interviewers were successful in obtaining survey responses from all four residential households. After individual interviews were conducted by LACAL with the affected residential occupants, the proposed Relocation Plan was made available for public review on May 14, 2015, to the affected households and additionally, copies of the draft Relocation Plan were hand delivered and available for review by the general public at the Housing Division in the City Hall.
 
The proposed Relocation Plan indicates that the estimated cost of relocation benefits for the four households consisting of 16 individual occupants will be approximately $145,000, which falls within the amount previously authorized by Housing Successor Agency and has been budgeted for this activity. The draft Relocation Plan ensures that all households will be relocated into decent, affordable housing and will have sufficient funds to relocate and make the move.  Some renting families have already indicated that they will use their relocation benefits to purchase a home.
 
As with previous relocation plans adopted by the Agency, affected households may appeal the amount or the terms of their relocation benefits for a period of 18 months after their relocation.  Any such appeals will be reviewed by the City Manager who would then make a recommendation on the merit of the appeal to the City Council in its capacity as the Housing Successor Agency. At the time of this report, no comments have been received from residents or interested parties regarding the content of the draft Relocation Plan.  Any comments received prior to the adoption of the plan will be incorporated in the Public Comment section of the Relocation Plan.
 
FISCAL IMPACT:
The total cost of relocation benefits is estimated not to exceed $145,000.
