Body

BACKGROUND:

The Desert Healthcare District (District) has adopted a Grant program to invest in non-profits and public agencies whose activities and program improve the health and wellbeing of District residents.

The District's Program Committee implements the Grant Program, recommends policy to the Board of Directors, and guides the District in its grant making decisions and implementation.

The Grant program has 3 categories - Grants, Programs and Projects.  The District awards grants only to organizations exempt from federal taxation, such as a public agency, program or institution.  Organizations must directly serve resident of the District.

The process to submit a District Grant application is to submit a letter of interest, complete an application (with a proposal and budget) and submit the application for review.  If this passed the review of the program review committee then the application is forwarded to the District's board of Directors for a vote of approval.

DISCUSSION:

There is vacant City land located within the Dream Homes area that the City is looking at as being made available for the construction of a community park, parking lot and community center.  The lots sizes are 7.26 acres, .26 acres and .46 acres, respectively.

The Public Workshop Meeting was held on June 13, 2016 at the Agua Caliente Elementary School in the Dream Homes area to ask constituents to provide input for the potential of developing the available City properties with a community park, parking lot and community center. 25 local constituents attended the meeting.

As there is no funding for the above facilities, the first step was to have a public meeting to gather ideas on what the community wants for these City properties. Some of the ideas that came out of the workshop for the proposed community park were: playgrounds for the children, walking paths, adult exercise equipment and a par course. Some of the ideas for the park and community center concept were: emphasis on senior uses, health related uses, senior aerobics classes and water exercise features.

The District has communicated to the City that there may be the availability of grant funds for the right project and/or project amenities, specifically the funding for health related components.  These type of grant funds are directly related to the active portions of the facilities described in the community facilities above.

In order to prepare a thorough and complete Grant Application for submittal to the District, City Staff has solicited a proposal from MVR Consulting to work with City Staff to develop and provide an initial basic design of a park and amenities that will increase the health benefits for users relating to outdoor activities.  MVR will focus on the proposed park area as a health node along the proposed bike trail and the surrounding Dream Homes community.  Once the initial design is complete a plan can be completed so that costs can be estimated for a Grant Application. MVR responded with a proposal in the amount of not to exceed $5,800 to prepare a District Grant Application for the 7.26 acre area designated for the community park.

Staff is requesting that the City Council authorize the submittal of a Desert Healthcare District Grant Application and authorize the City Manager, or his designee, to enter a service provider agreement with MVR Consulting in the amount of $5,800 to prepare and submit the Grant Application.

FISCAL IMPACT:

The services will be funded from the 2016 - 2017 Engineering Department professional Services budget 100-156-8601.
