FROM:

John A. Corella, P.E. - City Engineer

RECOMMENDATION:

Recommendation

Staff recommends the City Council authorize the City Manager to sign a Professional Services Contract with Fomotor Engineering in the amount of $9,960 to complete the land survey phase of the Date Palm Drive and Gerald Ford Drive Sidewalk Gap Closure Project.

Body

BACKGROUND:

In 2016, 28 pedestrian and bicyclist fatalities occurred in the Coachella Valley resulting from being hit by vehicles. In response to the high number of fatalities, CVAG developed a $10 million Bicycle and Pedestrian Safety Grant Program and called for proposals. The Program proposed funding at a ratio of 75% regional (CVAG) and 25% local (Grant recipient). City Staff reviewed areas of need that would qualify for the Grant solicitation and submitted 7 projects for consideration.

Two Cathedral City Projects were selected for funding, including the Date Palm Drive and Gerald Ford Drive Sidewalk Gap Closure Project that will construct missing sidewalk segments where sufficient right of way exists between Vista Chino and Perez Road along Date Palm Drive and along the south side of Gerald Ford east of Date Palm Drive.

DISCUSSION:

Date Palm Drive between Vista Chino and Perez Road has approximately 4,200 feet with neither curb and gutter or sidewalk. Surveying services for this phase of the Project will provide topographic and elevation data to be able to properly design and construct the missing sections of curb and gutter, allowing the associated construction of curb-adjacent sidewalk.

Engineering Staff solicited proposals from two local firms and both provided qualified and responsive proposals. Fomotor Engineering's proposal is substantially lower in cost based on equal services provided.

Staff is recommending that the City Council authorize the City Manager to sign a Professional Services Contract with Fomotor Engineering in the amount of $9,960 to provide the services requested.

FISCAL IMPACT:

$9,960 will be charged to 331-8851-8601, with 75% or $7,470 to be reimbursed by the CVAG Bicycle and Pedestrian Safety Grant.
