FROM:

Pat Milos, Community Development Director

RECOMMENDATION:

Recommendation

Receive an update on the current 10 year Operations and Maintenance Agreement for the Cathedral City Soccer Park, consider recommendations and adjustments and provide staff direction for the renewal.

Body

BACKGROUND:

The Cathedral City Soccer Park Complex was completed and became operational in 2006. At that time the American Youth Soccer Organization, under the leadership of local residents Dennis and Dianne Keat, now deceased, entered into a 10 Year Agreement  to provide grounds maintenance and various other operational responsibilities as well as the scheduling and management of local AYSO affiliate for the facility.

DISCUSSION:

Over the last 10 year period the current agreement has worked reasonably well for both parties.

AYSO and staff are requesting that the City Council consider several new items.

● The current agreement allows for the field lights to stay on until 8:15 pm, AYSO is proposing that the new agreement allow to extend the daily hours and associated field lighting to 9:15pm.

● AYSO desires to use the Park on 2 Fridays and 2 Sundays Annually, the current agreement does not clarify the weekly or daily use the new agreement proposes to better define the usage.

● AYSO and the City may desire to increase the use of the Park for special events, the new agreement will specify scheduling, lighting and event activities requirements.

Jim Engle, AYSO Director of Instruction, will be in attendance for the discussion.

The current agreement expires in August of 2016. Staff requests that the City Council consider the proposed changes, discuss other items of importance and provide staff direction for the 10 Year renewal of the Maintenance and Operations Agreement between the City and AYSO.

FISCAL IMPACT:

There are no proposed changes to the financial structure of the current agreement.

AYSO would remain responsible to reimburse the City $5,000 annually for electrical services.
