Recommendation

Body

BACKGROUND:

Last year, the Coachella Valley Art Scene produced the “Highway 111 Mobile Music Fest” that occurred on SunLine buses from 3pm to 7pm on November 1, 2014.  The event was to promote the use of public transportation and offer a venue to spotlight local musical acts.  Attendees would board a bus listen to music, hop off at the next stop, and board the next bus with a new band.  The musical performances happened on regular bus routes along Highway 111 from Indio to Palm Springs.

DISCUSSION:

Coachella Valley Art Scene (CVAS), a 501c3 non-profit, plans to make the Fest larger and more enriching by creating a destination for this year's event.  That destination point is the Festival Lawn in Downtown Cathedral City.

Attendees will board buses from the furthest points along the route and listen to bands as they travel to the Festival Lawn.  Once there, attendees will be dropped off at a former bus stop near the Pickford Theater on Buddy Rogers Avenue on this day and solely during the Mobile Music Fest hours.  A main stage will be set-up on the Festival Lawn for larger musical acts to perform from 2 pm to 10 pm.  CVAS will have art displays, a beer garden, and food stations.

Admission will be free to the community.  CVAS will be responsible for insurance and security.

After the event, attendees will hop back on the buses and listen to bands as they return to their point of origin.

FISCAL IMPACT:

The City placed in its budget a cash sponsorship for the event at $5,000.  There will also need to be up to $1,000 in In-Kind sponsorship associated with setting up and tearing down the event on the Festival Lawn, such as electrical, lighting, crowd control barriers, and waste receptacles.
