FROM:

Paul S. Wilson, Fire Chief

RECOMMENDATION:

Recommendation

Staff recommends the City Council approve authorizing staff to undertake the appropriate procurement process for purchase of chassis and installation of patient compartments to remount two 2008 Marque Type III Patient Compartments onto two new 2016 Ford E-450 Chassis

Body

BACKGROUND:

The Cathedral City Fire Department operates two frontline and two reserve ambulances. The frontline 2013 van style ambulances are used daily to transport patients to area hospitals.  The 2008 reserve box style ambulances are required for major emergencies and used when the frontline units are in for preventative maintenance or repair.

One of the reserve ambulances suffered a major engine failure, which would require replacement of the diesel motor.  The cost for a replacement motor installed in the 2008 reserve ambulance is $20,000.

Staff recommends remounting of the 2008 patient compartments onto 2016 ambulance chassis as a better long term value for the City.

DISCUSSION:

The 2013 van style ambulances were purchased for $103,500 each. Ford Motor Company no longer manufactures the van style chassis. Additionally, the Riverside County Emergency Medical Services Agency ambulance contract is requiring new ambulances to be box style patient compartments.

The 2008 patient compartments have been evaluated by the ambulance manufacturers and are in excellent condition for remounting.

FISCAL IMPACT:

Remounting of the 2008 patient compartments onto new 2016 chassis can be accomplished for $86,375 each including sales tax

If brand new 2016 box style ambulances (patient compartments and chassis) were purchased, the cost for each unit would be $200,000+.  The remounting of the 2008 patient compartments onto 2016 chassis can be completed for only forty percent of the cost of a new ambulance.

City vehicle replacement funds are available to complete the remounts.
