Body

BACKGROUND:

In October 2016, the City Council approved a purchase order with Petrochem Materials Innovation (PMI) to supply and apply REAS to the Dream Homes Neighborhood for Phase III of the City’s Pavement Management Program. The application of REAS to the asphalt in this area is a proven tool in maintaining and prolonging the life of these streets.

City Staff again has designated areas that are in need of REAS and is proposing that this next phase of the REAS program continue to “piggyback” on the City of Los Angeles’ price per gallon and equipment costs, thus providing a significant savings for the City.

DISCUSSION:

PMI and City Staff have evaluated the condition of the proposed streets within the areas listed below and has determined that the REAS application will have an average spread ratio of approximately ten (10) square feet per gallon.  Based on this evaluation and subsequent calculations, PMI prepared a cost estimate that includes the price of the slurry, machinery, and labor. The cost estimate also includes traffic control and striping in the contract with PMI. The contracts for each phase of this program are based on the amount of funding available in these matured Assessment Districts:

•                     AD 2003-01 is located in the McPherson-Pioneer Ranch Neighborhood. This Assessment District is generally bound by Dinah Shore to the north, Converse Road to the south, Date Palm Drive to the west and Plumley Road to the east. AD 2003-01 will receive approximately 745,000 square feet of REAS.

•                     AD 2004-02 is located in the Cathedral City Cove. AD 2004-02 is generally bound by East Palm Canyon Drive to the north, Foothill Road and the San Jacinto Mountains to the south, Chuparosa Road to the east, and Bankside Drive and West Cathedral Canyon Channel to the west. AD 2004-02 will receive approximately 635,000 square feet of REAS.

•                     AD  96-1 is located in the Rio Vista Neighborhood.  AD 96-1 is generally bound by Verona Road to the north, Vista Chino to the south, Landau Boulevard to the east, and Ventura Drive to the west. AD 96-1 will receive approximately 1.77 million square feet of REAS.

In addition, Assessment District (AD) 96-1 ends at the centerline of Verona Road. Staff is proposing to apply REAS to the north side of Verona Road using alternate funding sources; thereby, completing the entire street.

Staff is proposing to apply REAS to each of the residential streets within these Assessment Districts. The Public Works Department is currently applying crack seal to the streets in preparation of the REAS. PMI will assist PW Staff by applying crack seal to the Rio Vista neighborhood (AD 96-1) as this area is larger and will take more time to complete.

Staff is also currently making preparations with PMI to coordinate traffic control and residential parking in order to reduce inconveniences during this Phase of REAS. Each address and parcel impacted by this work will be noticed by PMI prior to the commencement of the REAS work.

Staff has contacted representatives from Palm Springs Unified School District for the anticipated work around and affecting Rio Vista Elementary School and Nellie Coffman Middle School. Staff has also been in contact with Sunline Transit Staff regarding any bus stops that may be affected.

ENVIRONMENTAL ANALYSIS:  All REAS applications are Categorically Exempt as it involves work on existing streets and is listed as a Class 1 Exemption under CEQA Guidelines §15301.(c).

 FISCAL IMPACT:

The PMI cost estimate for Phase IV of the pavement management program is estimated at $1,232,244.01. In addition to the cost estimate, Staff is requesting approval of a ten percent (10%) contingency of $123,224.40 to be applied to unforeseeable construction circumstances and $100,000.00 to apply crack seal in AD 96-1 only; thus, making the total amount of Phase IV $1,455,468.41.  The north side of Verona Road will be funded using State Gas Tax and Measure A under roadway maintenance.  The funding of this Phase of the PMP is divided among the ADs and additional streets as follows:
