Body
BACKGROUND:
On November 12, 2014 the City Council declared its intention to form Improvement Area No. 6 of the City of Cathedral City Community Facilities District No. 2006-1 (Law Enforcement, Fire, Paramedic and Park Maintenance Services) ("CFD") for the purpose of paying for additional law enforcement, fire, paramedic, and park maintenance services within areas of new development.
A public hearing was set for December 10, 2014. As directed in the Resolution of Intention, David Taussig & Associates, Inc. has prepared a Report relating to the CFD, its authorized uses and expected costs.
DISCUSSION:
Provided there is no majority protest at the public hearing, the City Council may adopt the resolution forming the CFD. Waiver regarding election timelines from the property owner has been received, so an election can be held December 10, 2014 to authorize the levy of the special taxes. Should the proposition for the CFD pass with a two-thirds vote from the qualified voters (the landowners) within the CFD, the City Council may have the first reading of an Ordinance levying the special tax.
If formed, this CFD will provide a secure source of funding for the services described above that may not be taken away by Sacramento in the case of State budget cuts. It is proposed the CFD will be formed with the Northgate Community Church of the Christian and Missionary Alliance project. New developments are conditioned to join the CFD and will join through an annexation process. The annexation will be processed in a timely manner as new developments go through the approval processes.
FISCAL IMPACT:
For the Northgate Community Church project, the annual revenue generated by this levy will be approximately $ 2,187 adjusted by the FY 15 Consumer Price Index (not to exceed 3%).
