RECOMMENDATION:
Recommendation
Staff recommends that the City Council approve the award of a Design Professional Services Agreement to Engineering Resources of Southern California, Inc., for the design of the San Joaquin Sidewalk project and authorize the City Manager to execute the agreement.
Body

BACKGROUND:
At their December 10, 2014 meeting, Council approved a substantial amendment to the City's CDBG Annual Action Plan that added the San Joaquin Sidewalk Improvement Project. Subsequently, staff prepared a Request For Proposals (RFP) for competitive solicitations for Design Services. The RFP was advertised in the Desert Sun newspaper. Firms were asked to provide cost proposals that included estimated hours and hourly rates for various design tasks in a separate, sealed envelope.  Proposals for Design Services were received from four firms:
      -Dudek, Palm Desert, CA
-Engineering Resources of Southern California, San  Bernardino, CA
          -NAI Consulting, Cathedral City, CA
          -KOA Corporation, Ontario, CA

DISCUSSION:
Proposals were evaluated for qualifications and the submittals from Dudek, NAI and Engineering Resources were deemed well qualified.  Cost proposals from those firms were then opened and the firms were ranked, low cost to highest cost.  Since any of the three firms were considered qualified to complete the work, staff is recommending the firm with the lowest cost, Engineering Resources of Southern California, Inc., be awarded the contract.
FISCAL IMPACT:
Engineering Resources of Southern California proposed a base fee of $43,329.00. Adequate funding is available from the CDBG program. Staff recommends an approximate fifteen percent contingency to cover unforeseen conditions, bringing the total authorized amount to $50,000.00
