FROM:
Pat Milos, Community Development Director
RECOMMENDATION:
Recommendation
City Staff recommends that the City Council receive and review the results of the recent Request for Qualifications for the Historic and Cultural Resources Assessment of the City and provide direction to staff.
Body
BACKGROUND:
On March 11, 2015, the City Council discussed the possibility of adopting of a Cathedral City Historic Preservation ordinance. As a result, an ad-hoc committee was created consisting of Cathedral City residents. This Committee was created to analyze and determine the historic and cultural needs of Cathedral City.
On December 9, 2015, Staff presented the Historic Preservation Task Force's findings to the City Council. These findings identified the need for the City to Commission a Historic Preservation body, adopt a related ordinance, and circulate a Request for Qualifications (RFQ) for professional services to complete a city-wide historic and cultural resources assessment.
Staff also reviewed the Archaeological and Historic Resources Element of the City's General Plan and determined that the intent of the Historic Preservation Task Force's recommendations to the City Council is consistent with the Goals, Policies and Programs of the Element. As a result, Staff issued a Request for Qualifications (RFQ) for conducting a city-wide historic and cultural resources assessment resulting in one (1) submittal.
DISCUSSION:
In addition to publicly circulating the RFQ, staff emailed the request to five interested consulting firms. By the close of the RFQ, the City received only one Statement of Qualifications from an interested party that accepted the terms and conditions of the Request for Qualifications: Kaplan Chen Kaplan.
Kaplan Chen Kaplan (KCK) is a full range of architecture and planning firm located in Santa Monica, California. KCK services include site and facilities analysis, programming, master planning, community workshops, concept documents for planning approvals and fundraising, historic preservation consulting, architectural design and construction phase services.
The purpose of this staff report is to provide the City Council with the results of the RFQ circulation effort and determine whether to proceed with their services to conduct the Assessment or allow City staff to create another solicitation for additional requests for qualifications from other historic and cultural service providers.
Furthermore, staff would like to brief the City Council on the administrative and staffing requirements related to the anticipated Historic Preservation effort.
FISCAL IMPACT:
As previously specified, there are minor costs related to the RFQ. If a contract for services is awarded, a budget transfer will be required to fund the contract.
