RECOMMENDATION:
Recommendation
Staff recommends that the City Council receive a report, discuss and provide direction.
Body

BACKGROUND:
The municipal code currently provides for a Parks and Recreation Commission with five members, appointed by Council.  Suggestions have been made by some Commission members and others in the community that the Commission may need more substantive assignments.  Additionally, some community members have expressed interest in serving on a committee to plan, advise and assist with community events.

DISCUSSION:
The Parks and Recreation Commission as currently constituted is covered in the City Municipal Code Title 2, chapter 2.18, Parks and Recreation Commission.  The code provides for a membership of five and required bimonthly meetings during the October to May period each year for a minimum of four meetings per year.  The code outlines the following duties of the Commission:

          A.      To assess the social, recreational and educational needs of the community;
      B.      To assist in the development and implementation and ongoing evaluation of a master plan for parks and recreation;
      C.      To advise the city council and city staff on the development, marketing and evaluation of parks and recreation programs to meet the needs of the community;
      D.      To research innovative strategies for the financing of parks and recreational facilities for the city;
      E.      To submit annual progress reports to the city council for review;
      F.      To assist the city council on other matters relating to parks and recreation as requested.
A concept has been developed by staff that would expand the membership to seven Commissioners, more in line with the membership of other Commissions.  The staff suggestion would also add responsibility for advising staff and Council on community events, volunteering to assist with community events, recruiting volunteers for events and related functions.
After this study session discussion, a proposal will be brought forward for consideration to amend the code expanding the membership and function of the Commission as directed by Council.  A suggested title for the modified Commission is the Parks and Community Events Commission.
