BACKGROUND:

Bids for McCallum Way and 30th Avenue Pavement Rehabilitation Improvements combined Project (Project) were advertised on June 15, 2017 and opened on June 29, 2017. At the June 26, 2017 meeting, staff requested and the City Council approved, authorization for the City Manager to execute a contract with the low responsive and responsible bidder based on the June 29, 2017 bids. The low bidder was Matich Corporation and a contract was awarded in the amount of $2,464,000.

 

 

DISCUSSION:

Four bids were received on June 29th:

Bids included alternate bid items to allow staff to select from various construction methods to obtain the best value for the Project. The selected alternatives include removal and recycling of the existing asphalt pavement, cement treating and compacting existing base material and re-paving with 4-inches of new, hot mix asphalt.

The 30th Avenue and McCallum Way pavement rehabilitation projects were scheduled for completion this summer to avoid the local area schools drop off and pick up traffic congestion, especially the portion of 30th Avenue between Date Palm Drive and Da Vall Drive adjacent to James Workman Middle School.  James Workman Middle School's first day of class instruction is calendared on August 9, 2017 and the contractor has scheduled completion of the work on 30th between Date Palm Drive and Da Vall Drive, no later than August 8th.

The contractor will maintain two lanes of traffic on each street, with occasional one lane traffic controlled by flagmen. Additionally, traffic will be routed to unpaved lanes for brief periods to expedite the construction schedule.
