FROM:

Pat Milos, Community Development Director

Leisa Lukes, Business Development Administrator

RECOMMENDATION:

Recommendation

Staff recommends that the City Council review the attached existing Municipal Code (CCMC) 9.62 "Signs" with a focus on section 9.62.070 "Special Sign Provisions" item A. "Billboard Signs" and provide staff with direction to update the Code to address the current related technology and business climate.

Body

BACKGROUND:

In February of 2009 the City Council adopted Ordinance 672 effectively repealing and replacing Chapter 9.62 "Signs" of the Cathedral City Municipal Code (CCMC) intended to implement the goals and policies of the general plan of the city of Cathedral City by preserving and enhancing the visual aspects of the city and to promote the orderly and attractive construction, placement, and display of signs throughout the city of Cathedral City. Other interests served include the promotion of tourism and commerce and the overall quality of life as affected by signs. These general provisions serve as specific development standards to be applied in addition to any provisions within each base or overlay zoning district.

DISCUSSION:

Six years have passed since the City adopted ordinance 672 repealing and replacing Chapter 9.62 "Signs" of the CCMC. Since that time and with the integration of computer technology, especially in the area of Electronic Billboard Display, the City's current related municipal code has become dated and archaic.

Two specific items of focus will be:

1. Consider adopting language to define "Electronic Billboards" and employing the Conditional Use Permitting Process to condition and approve the location of new "Electronic Billboards" including but not limited to issues related to landscaping, equipment, lighting, line of sight etc.

2. Consider amending section 9.62.070, A. 2. Allow Replacement Billboards to be located in "substantially the same location" as opposed to the current language that provides the replacement in the "same exact location".

Staff will provide the City Council with a brief review of the related Municipal Code. Once the City Council has reviewed and discussed the Municipal Code it may wish to provide Staff with a direction to further review and update the Sign Code

FISCAL IMPACT:

There is no projected immediate fiscal impact to the City
