End
FROM:
Pat Milos, Community Development Director
RECOMMENDATION:
Recommendation
Staff recommends that the City Council receive and consider this report and direct staff to proceed with a "Request for Proposals" for landscape maintenance and related services for the City of Cathedral City
Body
BACKGROUND:
Currently the Cathedral City Public Works Department, Landscape Division is responsible for maintaining, approximately 18 acres of combined parks including Panorama Park, Century Park, 2nd Street Park, Memorial Park, Towne Square and the new festival lawn facility. These maintenance responsibilities also include the up-keep of 4 tennis courts, 2 basketball courts, a par course, 3 baseball fields, and several cabana facilities, 2 full service bathrooms, related play area equipment and the new dog park. In addition to these parks the Landscape Division also shares the maintenance responsibilities for Patriot Park as well as the 17 acre Dennis Keat Memorial Soccer Park.
The Department is also responsible for the maintenance and care of 10 Lighting and Landscape District's that include over 19,000 lineal feet of parkway in addition to 35,000 lineal feet of landscaped median islands on Date Palm Drive, Ramon Road, Dinah Shore Drive and East Palm Canyon.
The Landscape Division is also responsible for the care of over 450 varying species of trees throughout the City.
In the short future, the department will also become responsible for the maintenance and upkeep of the new 5 acre Ocotillo Park and eventually the festivals park.
DISCUSSION:
Following the two most recent reductions in force in 2010 & 2012, retirements, and anticipated future retirements, the Landscape division of the Public Works Department has been reduced from a crew of 10 in 2009 to a current staffing of 5 today, which is augmented by some contract services. There are several things to consider as it relates to the future maintenance needs of our parks and medians as well as the Landscape and Lighting Districts ("LLD's"): (1) personnel safety and exposure during median maintenance activities; (2) the additional maintenance obligations of two new parks-Ocotillo Park & the future Festival Park; (3) the increased need for maintenance in Towne Square due to special events; (4) the obligation the city has to the taxpayers (residents) of the LLD's to assure the most cost effective maintenance services (we currently have two (2) LLD's that contract for their own landscape maintenance services separate from the City); and (5) the future potential opportunity to join the Coachella Valley Parks and Recreation District, it is staff's recommendation that the City formally seek proposals for additional Landscape Maintenance services, to help supplement our current needs during this time of parks expansion, to provide flexibility in our workforce and to assure the taxpayer's of the LLD's of cost effective maintenance services.
FISCAL IMPACT:
There is no fiscal impact related to the request for proposal, all proposed contracts would be brought back to the City Council in the future for consideration.
