Body
BACKGROUND:
During Fiscal Year 17-18, Council provided funding in the amount of $103,000 for regional services to the homeless. The funding was comprised of $51,500 in Community Development Block Grant (CDBG) funds and an additional $51,500 from the general fund. The contribution was then eligible for a match of $103,000 from the Desert Healthcare District. All the funding went to region-wide efforts to address homelessness through a contract with Path of Life Ministries administered by the Coachella Valley Association of Governments (CVAG), the regional planning agency.
DISCUSSION:
CM Carnevale requested a discussion item to allow Council to consider whether they wish to continue participating in the regional program through Path of Life Ministries or would like to consider other alternatives. The regional program has been in place for only about a year at this point.
CVAG is currently in the process of providing updates to Coachella Valley cities based on an independent analysis of the program conducted by HARC (Health Assessment and Research for Communities). This report was provided to the CVAG Executive Committee on September 24, 2018.
FISCAL IMPACT:
The City provided funding of $103,000 for the regional program in FY 17-18. The recently adopted plan and budget for CDBG for FY18-19 includes $51,500 in funding to address homelessness but does not currently specify a service provider.
