Committee and Commission Policy Manual and Code of Ethics

FROM:

Charles McClendon, City Manager

RECOMMENDATION:

Recommendation

Staff recommends the City Council review the Committee and Commission Policy Manual and Code of Ethics and provide comments and suggested revisions.

Body

BACKGROUND:

Council approved a revised City Council Policy Manual on May 23, 2018.  During the process of developing the new manual some sections, which related to the City’s Committees and Commissions were deleted with the understanding that a separate Policy Manual would be developed for the Commissions and Committees.

DISCUSSION:

The sections relating to Commissions and Committees, which were removed from the Council Policy Manual served as the starting point for developing the proposed Commission and Committee Policy Manual.  Staff also gathered similar materials from other jurisdictions and reviewed policies pertaining to City staff including the Social Media and Communications policies.

Several newly appointed Commissioners and Committee members took office with the start of the new Fiscal Year in July.  Staff is planning to provide a training and orientation session for all Commission and Committee members in early September.  The new Policy Manual and Code of Ethics will be covered during the training session.

Staff is seeking comments from Council regarding the Policy Manual and Code of Ethics.  Any comments from Council will then be incorporated into the final documents prior to their distribution to the Commissioners and Committee members at the training session.

FISCAL IMPACT:

There is no cost associated with reviewing the proposed Policy Manual and Code of Ethics.
