BACKGROUND:
During the Council study session on May 23, 2018 Council reviewed information on AB 3232 and heard from SoCal Gas regarding their opposition to the bill. After their discussion on AB 3232, Council directed staff to prepare a letter of opposition, which was completed and sent out shortly after the study session.
DISCUSSION:
AB 3232 has since been amended resulting in some agencies originally opposed to the bill to change their position. Mayor Henry requested the item be brought back to Council for further consideration.
The amendments to the bill added provisions addressing ratepayer safeguards, cost effectiveness evaluations and legislative oversight. The full text of the amended bill is attached. Based on the amendments SoCal Gas changed their position from opposed to neutral. Likewise, the Cities of La Quinta and Diamond Bar have removed their opposition based on the amendments. Letters indicating the changes in position are attached for your review.
