Staff recommends the approval of a Contract for Services between the City and Diaz Enterprises for Outdoor Market services at Special Events.

BACKGROUND:
At City produced or sponsored events, the addition of an outdoor market can add to the excitement of special events. It also serves as a venue for small businesses to market their goods and services to the community for a few hours or days. In the past, the City has contracted with several outdoor market producers to offer this amenity. However, they are no longer offering these services. An outdoor market has occurred during large events such as the Cathedral City Hot Air Balloon Festival and smaller events, such as the Tejano Music Fest.
DISCUSSION:
Diaz Enterprises, a Cathedral City small business, has submitted a Contract for Services to produce an Outdoor Market amenity for City produced or sponsored events. The contract states that they will recruit vendors, manage the operation of the outdoor market, and coordinate with the City to provide a seamless and aesthetically pleasing addition to the following special events: Tejano Music Fest, Taste of Jalisco Festival, Cathedral City Hot Air Balloon Festival, and Snow Fest.
FISCAL IMPACT:
The addition of an outdoor market adds minimal costs to the City for our special events. The proposed contract stipulates that the City shall receive in compensation a daily lease fee based on 10% of all rental fees collected by Diaz Enterprises from outdoor market vendors.
